The services expected in the framework of the contract, will be to realize for a group of command constituted between the following purchasers (article 28 of the order nº 2015-899 related to the public markets):

1) Agglomeration Community of Sud Martinique (Coordinator of the group),

2) Martinique Tourism Committee,

3) Martinique development,

4) Marin city.

Project management assistance services must respond to very heavy monitoring requirements resulting both from the management of the partnership and the follow-up of the implementation of actions and the recovery of expenses.

This assistance is of three types:

1) governance, monitoring and organization of the cooperation project;

2) coordination of activities and monitoring of the chronogram;

3) methodological monitoring and evaluation of the indicators of achievement and results.

This assistance is of 3 orders:

1) governance, monitoring and organization of the cooperation project;

2) coordination of activities and monitoring of the chronogram;

3) methodological monitoring and evaluation of the indicators of achievement and results.

This assistance must be done with respect:

- performance criteria defined by the European Commission: in order to implement the 2014-2020 OP-Caribbean, the Southern Area will call on service providers able to meet the performance criteria defined by the European Commission,

- technical and financial standards of the Caribbean OP in the setting up of the Interreg project Southern Space

The implementation of the Interreg project in the Southern Area "odyssea sustainable blue routes" requires the respect of technical and financial standards for the support of eligible expenses by the Interreg funds.

These standards also take into account the "paperless" objective.
