The Regulations of the European Parliament and of the Council of 24 June 2021 (EU) 2021/1060 (CPR or CPR), (EU) 2021/1058 (ERDF Regulation) and (EU) 2021/1056 (JTF Regulation) provide for extensive reporting, monitoring and evaluation obligations for the new funding period 2021-2027.
The ERDF/JTF Managing Authority ('VB') in the Ministry of Economic Affairs, Industry, Climate Protection and Energy of the Land of North Rhine-Westphalia intends to engage an external service provider to support its tasks in monitoring and evaluating the ERDF/JTF programme NRW 2021-2027.
In the following, the areas and tasks of the contractor are described. Detailed descriptions of the individual tasks can be found in the service description.
1. Monitoring
In the funding period 2021-2027, Articles 16 to 18 and 41 to 43 of the Dach-VO define the essential requirements for monitoring. The output and result indicators defined in the ERDF/JTF programme serve to strengthen the focus on results and to be able to track successes. In addition, they are also used for communication purposes. They must be recorded, evaluated and regularly transmitted to the European Commission throughout the funding period. In view of the increased European reporting requirements compared to the 2014-2020 funding phase, the procedures should be designed in such a way that the effort for the grant recipients and the administration is kept as low as possible, a high data quality is ensured and a rapid evaluation of the data is made possible. In the funding phase 2021-2027, it can be assumed that well over 15,000 projects will be approved (comparative value 2014-2020: around 11,230 projects).
The contractor shall support the client in fulfilling the increased requirements.
a) Updating of the monitoring system

2. Evaluation
The specific evaluations for the ERDF/JTF programme NRW 2021-2027 are to be carried out on the basis of an evaluation plan in accordance with Article 44 of Regulation (EU) 2021/1060. The programme evaluation must be completed by 30 June 2029.

4. Publizitätsanforderungen
The core results from the reports to be prepared for monitoring and the specific evaluations as well as the ongoing evaluations/evaluations are to be used for communication purposes. The contractor develops a short content concept in the sense of a communication package, in which he presents which results of the evaluation and monitoring can be used in a way that is effective for the public. It prepares the results in a target-group-specific and clear manner (e.g. in the form of presentations, information for citizens, case studies e.g. for open.nrw). The publication is carried out by the client.
5. Quality management
During the entire term of the contract, a continuous quality management in accordance with the quality management concept to be submitted with the offer by the contractor is required. The contractor must ensure that all partial and final results submitted to the auditor are correct in terms of content and - if applicable - technically functional. Likewise, the reports and evaluations are checked by the Contractor for their content, grammatical and linguistic correctness. In response to any queries regarding quality management, the contractor can completely prove the verification of correctness and functionality. A corresponding quality management concept must be attached to the offer.
