Purpose of the services: Acquisition of an IT solution for creation, management and communication in strategic planning and project management.
Target group: Users come from Brussels local authorities (municipalities and CPAS) as well as bodies carrying out public utility missions within the Brussels-Capital Region.
It is important to note that the use of this software is not mandatory, it is complicated to determine, in advance, the number of administrations and therefore users who will be concerned by the tool. We know, however, that this potentially concerns 38 administrations and that the maximum number of users should not exceed 600 agents.
Comment: This software will be used by the Brussels local authorities (potentially 38 administrations). It will allow the encoding, management and communication of strategic plans of each administration. It will include a modern and efficient project management tool.
The requested functionalities have been analyzed in User Group and can be found and are found in the technical clauses of this special specification.
The Bidder will take care of the delivery, installation, training, hosting and maintenance of the Software.
This contract is composed of four items:
- ITEM 1: Acquisition and installation of software
- ITEM 2: Corrective maintenance and technical assistance
- POSITION 3: Evolutionary maintenance
- POSITION 4: Training of the coordinator (train the trainer)
Software: the software is intended to replace the Strat&Gov software currently used by several Brussels local administrations.
Method of marketing: It is up to the tenderer to determine the method of marketing the service that is the subject of this contract, namely the purchase, the lease, or a mixed purchase-rental solution.
Place of service delivery: Multiple locations
Minimum requirements for admissibility of the offer: Under penalty of nullity of the offer, the software must be usable in both French and Dutch.
Description of contract positions
ITEM 1: Software Acquisition and Installation
This position includes:
• Development operations and/or configurations, depending on the marketing method: purchase, rental or purchase-lease;
• Configuration operations: implementation of data specific to certain administrations (no adaptation will affect the architecture of the software);
• Data migration: the migration and/or encoding of all data processed so far through the use of Strat&Gov software;
• Accommodation with the selected operator;
• Interfacing: the integration of the solution with software already active.
When this is not technically possible, an import/export via XML/CSV/XLS or other files will be carried out.
Regardless of the marketing method, and in order to ensure a certain iteration, these different operations will be organized according to the agile method. The contracting authority and/or the User Group it coordinates will be invited to sprints in order to validate the progress and changes made. (minimum 2 sprints/month) during the development/settings phase.
ITEM 2: Corrective maintenance and technical assistance
Corrective maintenance aims to ensure the sustainability of the IT solution through preventive and curative actions. The package relating to said maintenance covers the cost of all "upgrade" operations (patches, patches, updates, etc.): both update operations and upgrade operations, as long as the latter relate to existing functionalities and are not of magnitude to be considered as evolution operations.
All changes resulting from a change in legislation are considered to be upgrades and are also included in this item.
The tenderer shall include in its tender a full description of the services and tools offered under the corrective maintenance contract and technical assistance.
ITEM 3: Evolutionary Maintenance
Evolutionary maintenance refers to all evolution operations, apart from corrective maintenance, that modify the overall software architecture, for example, in order to integrate new main functionalities.
Future interfacing with budget and HR software in the case of software change by one or more local administrations. (CFR: Tables on the use of software by local authorities in the Brussels Region)
ITEM 4: Training of the coordinator (train the trainer) and provision of a platform to carry out simulations, tests
The training will review all the features of the software with scenario. The content of the training will include:
• The technical administration of the database and the various components of the application;
• Troubleshooting application-related issues;
• The operation of the application;
• Functional administration of the application;
• The use of the system by key users and end users.
The training concerns the adjudicator as the future coordinator and administrator of the software (train the trainer). The number of agents to be trained is a maximum of 10 people.
The training session(s) will be organized in French with documentary materials provided by the provider in French and Dutch.
A platform will be made available to carry out simulations, tests and train users based on real data.
