Technical services for maintenance and servicing

A. Maintenance and repair work on machinery and equipment as well as pressure vessel tests for operating stations, compressor stations, biogas/hydrogen feed-in plants (BGEA/WSEA), gas pressure measurement and control systems, valve stations and for the transport pipeline network (hereinafter referred to as "technical services").

B. On-call time

- 24/7 for biogas/hydrogen feed-in plants

- 24/7 for the initial securing of the transmission pipeline network

The work in the area of "technical services" includes for the performance and work areas of the following trades:

•Electrical engineering

• Measurement and control technology

•Mechanics

The award will be made in three (3) lots:

• Lot 1: Provision of services in accordance with tender documents – Northern Region

• Lot 2: Provision of services in accordance with tender documents – Southern Region

• Lot 3: Provision of services in accordance with tender documents – West Region

For GUD, it is of paramount importance that at least two - in the best case three - service providers can be used for the provision of services in order to spread the economic and technical risk. The aim of this lot limitation is therefore to ensure that at least two bidders are commissioned in total. Nevertheless, the principle of economic efficiency is to be taken into account, which is done with regard to the last available lot in the regulation under 2.ii.

1. Surcharge on a lot

Applicants have the opportunity to apply for all lots (lots 1 to 3). The contract per bidder is awarded to one lot (see below for exceptions). The allocation is made on the basis of the most economical offer per lot according to the evaluation matrix (Appendix 12). In the event that a tenderer has submitted the most economical tender for more than one lot, he will be awarded the contract to the still available lot with the largest forecast contract volume according to the notice.

2. Surcharge on two lots (derogation)

i. In the event that there is only one tenderer for a lot, but that tenderer has already been awarded another lot, the tenderer may exceptionally also be awarded a contract for that lot, provided that it is ensured that a total of two tenderers are contracted for all lots.

ii. If, on the basis of the above-mentioned regulation, a bidder A were to be awarded the contract for the last available lot, although he has not submitted the most economical offer for it, he will only be awarded the contract if his bid does not deviate by more than 4% from that of the first place winner of the last available lot according to the evaluation matrix ZK1 (Appendix 12). If the price deviation (ZK1) is greater than 4%, the first place winner will be awarded the contract. As a result, this bidder is awarded two lots. If this bidder is already awarded the contract for the other two lots due to the exemption in i., bidder A will be awarded the contract, so that the exemption with regard to the 4% will no longer apply. This type of lot limitation is intended to avoid too large a deviation from the profitability requirement, which is given a slight restriction here in favor of spreading the economic and technical risk.

3. Award of three lots (derogation)

In the event that there is only one bidder in the entire procedure, this bidder will be awarded all three lots.

Provision of services in accordance with procurement documents – Region North

A. Maintenance and repair work on machinery and equipment as well as pressure vessel tests for operating stations, compressor stations, biogas/hydrogen feed-in plants (BGEA/WSEA), gas pressure measurement and control systems, valve stations and for the transport pipeline network (hereinafter referred to as "technical services").

B. On-call time

- 24/7 for biogas/hydrogen feed-in plants

- 24/7 for the initial securing of the transmission pipeline network

The work in the area of "technical services" includes for the performance and work areas of the following trades:

•Electrical engineering

• Measurement and control technology

•Mechanics
