General planning service - New construction of the eastern bus depot, 2nd expansion stage

In order to reduce the number of access routes, to avoid Rhine crossings, to compensate for the higher space requirements due to the conversion to alternative forms of propulsion and due to the expected future increase in bus traffic, KVB has acquired an approx. 63,000m² former industrial site at Kaiserstraße 127 in Cologne-Porz, which is being converted into a bus depot (see Annex 1 to the project description).

The construction of the depot will be carried out in two expansion stages (1.BA and 2.BA, in accordance with the procurement of vehicles and the provision of funds. Initially, the final state (1.BA and 2.BA) was planned up to work phase 3. After subsequent approval and implementation planning of expansion stage 1, the execution services of expansion stage 1 were put out to tender. These are currently under construction.

For the 2nd expansion stage of the bus depot, a revision and updating of the existing planning, which is the subject of this tender, is required.

The 1st BA has been under construction since February 2022 and will be completed in March 2024 and then go into operation.

As part of the 1st expansion stage, the following properties are currently being realized:

Part A: Dispatch buildings including access roads and car parking spaces

Part B: Transfer station

Part C: Bus parking spaces for battery-powered articulated buses (58 bus parking spaces with and 8 bus parking spaces without charging beams), charging beams, transformer buildings

Part D: Electric bus workshop, gantry car wash

Part E: Energy centre, extinguishing water tanks, transformer buildings

Part F: 110 kV installation (substation)

During the realization of the first 1st expansion stage, the client decided to what extent the 2nd expansion stage should take place, submitted a building application (work phase 4) and received the building permit in March 2022.

The following properties have so far been the subject of the 2nd expansion stage and should be realized and put into operation by the end of 2025:

Part A: Expansion of the electric bus workshop

Part B: Bus parking areas ST23 and ST24 as well as transformer buildings T4 and T5

Part C: Bus parking areas BT42 and BT45 as well as transformer building T6

The evaluation of a "Fire Protection Statement on Property Protection during Bus Parking" carried out in 2022 by STUVATEC (see Appendix 2 to the project description) has shown, among other things, that due to an introduced block size regulation (max. 25 buses), the previously planned and approved parking concept for the 2nd expansion stage can only be partially implemented.

The Contractor must therefore re-examine and revise the existing planning of service phases 3 and 4 of all service profiles for the 2nd expansion stage in accordance with the new specifications and conditions. Next, it must be examined whether a new building permit is required in this respect. If the answer is in the affirmative, it must be applied for. On this basis, work phases 5 to 9 must then be performed. Work phase 9 is to be offered as an option by the contractor. All new specifications and conditions (e.g. fire protection statement STUVATEC) as well as the complete documents of service phases 3 and 4 for the 2nd expansion stage will be made available to the contractor.

When planning the construction process, the contractor must take into account that at the time of the realization of the 2nd expansion stage, the 1st expansion stage has already been put into operation. The completion and commissioning of the 1st expansion stage is scheduled for March 2024.

It is expressly pointed out that the overall project is funded with public funds and that the timely implementation of the project is a prerequisite for funding.

The Contractor must provide all planning and construction supervision or construction management services (general planning) to ensure that the project presented in the project description is executed and completed in accordance with the contract, in particular free of defects and within the agreed planning and construction period (contract and project objectives). For the avoidance of doubt, it is specified here that the adjustment of the cost calculation within service phase 3 does not lead to the adjustment of the remuneration.

LP 6.7: Completion within 3 months after call by the client

LP 8: Completion within 14 months of retrieval by the client
