The engineering design assignment includes the school that will be construction in Sykkylven kommune [Sykkylven municipality]. There are three schools that will be combined to be a large primary school, located in the vicinity of central Sykkylven. It will be a 3 parallel school. The area need is considered to be approx. 8 200 m2 (Gross area).

Sykkylven Municipality invites suppliers to participate in a competition in connection with the purchase of an engineering design group (PG) for the implementation of engineering design services related to planning and construction of Sentrumsskule Sykkylven in Sykkylven Municipality.

Sykkylven Municipality wants to sign a contract with an engineering design group that can take joint and several liability for the engineering design of the school, divided into the following phases:

— Phase 1: Draft project,

— Phase 2: Preliminary project including preparation of the requirement specification for a turnkey contract and descriptions for inventory (including IT, audio and AV equipment).

Project management can request access to the joint and several liability contracts for the actors in the engineering design group.

Phase 1 will initially start after the ongoing regulation process is finished. The abidance deadline is set with this in mind and may also be extended in accordance with the procurement regulation § 8-15(3). The contracting authority makes reservations about conditions in the regulation process that can postpone the commencement of Phase 1.

The contracting authority makes reservations that if political decisions change or stop the project, this will lead to the cancellation of the entire competition. This can occur before the tender deadline or between the tender deadline and before signing of the contract. Suppliers will not be able to demand compensation for cancellation of the competition.

The contracting authority reserves the right that the project regardless of the reason can be stopped or changed after Phase 1. Suppliers will not be able to demand compensation for cancellation of the contract after Phase 1 is completed. In such circumstances, the contracting authority retains the right to use all electronic engineering design materials in the further implementation of the project, for e.g. In an interaction contract.

For cancellation after started but not completed Phase 1, cancellation will be regulated by the contract standard, NS8402:2010 point 15. The same will apply if Phase 2 starts and is cancelled before it is completed.

The engineering design group is relieved of present duties after the completion of this assignment.
