Collection and transport of residual waste, organic and bulky waste in the municipality of Aschheim

Collection, transport with container provision of residual and organic waste with bulky waste collection (LOT 1) and presentation/transport of recyclable material containers at the recyclable materials/building yard (LOT 2) in the municipality of Aschheim

LOT 1: Residual and organic waste with bulky waste

The tender is issued in accordance with the legal requirements in an EU-wide open procedure. The tender is based on the Act against Restraints of Competition (GWB) and the Public Procurement Ordinance (VgV) and all other legal requirements.

The municipality of ASCHHEIM is located in the district of Munich and is responsible as a body subject to disposal in accordance with § 20 of the Circular Economy Act (KrWG) in conjunction with Art. 3, 4 (1), 5 Bavarian Waste Act (BayAbfG) and § 1 of the Transfer Ordinance of the District of Munich (ÜVO) for the waste generated in its territory for collection, transport and unloading into a disposal facility specified by the District of Munich (see the following diagram).

In accordance with § 20 "Act for the Promotion of the Circular Economy and Safeguarding the Environmentally Compatible Disposal of Waste" (KrWG) in conjunction with Art. 3 BayAbfG and § 1 of the ÜVO of the District of Munich, the municipality of ASCHHEIM as a public waste disposal provider must recycle the waste from private households and waste generated and transferred in its territory for disposal from other areas of origin in accordance with §§ 6 to 10 KrWG or in accordance with §§ 15 to 16 KrWG remove. According to § 22 KrWG, the municipality can commission third parties with the fulfillment of its obligations.

To regulate waste disposal, the municipality has issued a "Waste Management Statute of the Municipality of ASCHHEIM" (Waste Management Statute - AbfWS) and a "Fee Statute for Public Waste Disposal in the Municipality of ASCHHEIM" and published them under www.aschheim.de.

The advertised services will be reassigned by the municipality of ASCHHEIM on 01.07.2023, as the previous contract ends on 30.06.2023. The municipality of ASCHHEIM hereby issues invitations to tender for the services to be provided in two lots:

- LOT 1: Collection and transport of residual and organic waste with container provision and bulky waste collection campaign, and

- LOT 2: Provision and transport of containers at the municipal recycling yard and building yard with recyclable material collection with transport to the disposal and recycling facilities

whereby one and / or two lots can be bid on within the framework of the tender. The services are awarded in two lots with legally independent contracts.

The municipality of ASCHHEIM offers each bidding party an information event with the focus on taking note of all logistical conditions in the territory of the municipality of ASCHHEIM.

The award criterion consists of several evaluation factors:

Award matrix in the evaluation of the most economical offer:

- Price (max.) 100 points

- Within 50 km radius town hall to the premises 10 points

- Within 50 km radius of operating station to unloading point 10 points

- Complaint management 10 points

- Qualification management / collection team 5 points

- Social aspect Payment logistics team according to collective agreement 5 points

- Sustainability measures in the company 10 points

Sum of points: 150

The bidding party must provide proof of all the topics addressed (see in particular Annex 5 "Matrix") in writing within the framework of the award matrix and transparently present in a concept how the company ensures the required topics in its work to be carried out in terms of personnel, organization and subject matter.

Here:

LOT 1: Residual and organic waste with bulky waste collection campaigns:

- The collection, transport of residual and organic waste to the disposal and recycling facility, including container provision and the operation of collection points for waste containers

- Provision and rental of residual waste and organic waste bins according to the municipality's tonning list

- Bulky waste collection campaigns (currently 2 x per year with roadside collection and transport)

LOT 2: Recyclable containers at the recycling centre

The same description as in LOT 1 applies.

LOT 2: Recyclable containers at the recycling yard and building yard:

- Provision of collective containers (containers) at the collection points and transport to the recycling plant.

- At the beginning of the order, functional and undamaged containers / containers must be used, each with the same color and design according to the specifications of the municipality (see municipal specifications in the EU tender)
