The subject of the contract is the service of performing investor's supervision over the implementation of the task entitled "Revitalization of recreational and tourist areas through the reconstruction of the Inter-Estate Park on the XXX-lecia (Park Polan) and reconstruction of the promenade of Lwowska Street". The supervision inspector will be responsible for supervising construction works covered by the scope of project documentation and will be responsible for accepting material and installation solutions. The duties of the investor's supervision inspector will include the full range of activities specified in the provisions of the Act of 7 July 1994. Construction Law (Journal of Laws of 2021.

The material scope for which investor supervision will be established includes construction works in the scope of:1)Task No. 1. The revitalization of the Inter-Estate Park for the XXX-anniversary (Park Polan) results from the architectural and construction design of the replacement, the replacement executive design and includes the following elements:a)demolition of concrete and asphalt surfaces, b) construction of the surface, c) demolition and construction of terrain stairs, d) demolition and construction of the park lighting network, e) construction of the energy supply of the fountain, food truck, educational square, f) construction of water supply, sewage connection, sewage system rainy, g) construction of an educational square,h)construction of a recreational city square with retention,i)construction of small architecture objects (fountains with retention, natural playground with fencing, benches, baskets, pergolas, educational boards, lanterns), j) construction of a toilet with retention,k) construction of renewable energy sources: photovoltaic inst., wind turbine inst.,l)construction of hydrotechnical equipment: absorbent ditch, tight surface retention tank, tight underground retention tank;2)Task No. 2. reconstruction of the promenade of Lwowska Street results from the assumptions of the functional and utility program and includes: a) preparation of complete design documentation, b) leveling the surface by fully translating it using the existing granite cubes and granite slabs in part A, c) leveling the surface by fully translating it with the use of a new concrete cube in part B, d) replacement of worn out and corroded park lanterns with power cables, e) introduction of light points hidden in seats, surfaces, pots f) introduction of greenery, increase of biologically active area to 40% of the existing area, g) ordering of the existing stand and making new plantings,
h) installation of new elements of small architecture, e.g. benches, trash cans, bicycle racks, information boards, flower pots in three colors, i) renovation of balustrades in the area of Pocztowy Street, j) renovation of stairs and construction of a driveway for the disabled, k) installation of opening posts blocking traffic for two-track vehicles, l) installation of neon with the inscription #CHEŁM,m)installation of an underground fountain in the area of stairs, n) self-supporting metal garden trellis with suspended umbrellas, o)execution of the irrigation system, p) delivery and installation of a four-sided city clock in the form of a rectangular column with a height of about 3 m,
q) creating the so-called avenue of stars by installing plates with the imprints of deserving people in the surface, r) installation of fiber optics and cables enabling the connection of city surveillance cameras in the future. The detailed scope of construction works, conditions and the manner of their implementation are specified in the design documentation (STWiOR and executive design) for Task No. 1 - Annex No. 6 to the SWZ and the Functional and Utility Program for Task No. 2 - Annex No. 7 to the SWZ. Criteria for evaluation of offers: Price - 60%, Experience - 40%. The method of assessing the criteria contained in Chapter 14 of the SWZ. From 1 January 2022, the Contractor is obliged to ensure at least 10% of the share of electric vehicles or vehicles powered by natural gas in the fleet of motor vehicles within the meaning of Article 2(33) of the Act of 20 June 1997 – Road Traffic Law used in the performance of this task, in accordance with Article 68(3) of the Act of 11 January 2018 on electromobility and alternative fuels (i.e. Journal of Laws of 2022, item 1083, as amended). In the proceedings in question, communication between the Ordering Party and the Contractor, including the submission of tenders, exchange of information and transmission of documents or statements, taking into account the exceptions provided for in the Act, takes place using electronic means of communication, via the Platform located at: https://umchelm.ezamawiajacy.pl in the "Correspondence" tab.
