The county governor in Nordland invites companies to an open tender competition on behalf of all the country’s county governors for a framework agreement for telephony services.

The county governors would like tenders for telephony services, IP-telephony, subscriptions and calls for mobile telephones as well as other services connected to telephony.

There are 18 county governor posts in Norway with approx. 2500 employees. All the posts aim, by the end of the year, to centralise the Active Directory and Microsoft Exchange e-mail system. A joint domain – fylkesmannen.no has been established. We would like through this centralisation to establish new joint services. We have already a joint telephony system where we use Microsoft Lync at the users and Trio Enterprise as a telephone exchange system. At the current time it is voluntary to use the new joint telephony system, but we expect that most of the county governors will, due to financial reasons, use the joint telephony system as and when old contracts, old telephone exchanges etc. expire/are discarded.

The county governor in Oslo and Akershus, the country governor in Finnmark, the country governor in Sogn og Fjordane, the country governor in Rogaland and the country governor in Nordland are the first that will join the contract. These posts have a total of approx. 800 employees. Other posts will themselves choose whether and when they will make call-offs on the contract, but all those that will use the joint telephony system will be bound to sign a contract with the supplier that is chosen in this competition. The framework agreement shall at first be for the mentioned posts with an option for the other county governors to make call-offs on the contract as existing contracts expire. A prerequisite for this is that the new contract is economically advantageous and that it has a service offer in accordance with the posts’ needs. The county governor in Nordland shall carry out the administration for the notice and receipt of tenders for this competition.

The contract is estimated to have a value of a minimum of 4 000 000 NOK excluding VAT for the contract period when the contract with the first posts is established.

A considerable increase is expected after a while when the other posts choose to make call-offs on the framework agreement.
