1. The procedure for the award of the public contract in question is conducted on the basis of the provisions of the Act of 11 September 2019. Public Procurement Law – hereinafter referred to as the "PPL Act" – and implementing regulations issued on its basis,

2. Pursuant to Article 139 of the PPL Act, the Contracting Authority shall first examine and evaluate the tenders, and then make a subjective qualification of the contractor whose tender has been rated the highest,
