Framework agreement on communication services to the Swedish Health Authority

The tender shall be conducted as a restricted tender under Title II of the Procurement Act. The tender includes two phases: an application phase and an offer phase.

For further information on the process and the scope of the Framework Agreement, please refer to the tender material.

- The framework agreement includes communication services to the Swedish Health Authority (hereinafter referred to as SST), and hence the communication tasks related to solving SST's professional tasks. The framework agreement can be used by all devices at SST.

- The SST carries out various tasks, which are supported by communication to citizens, health professionals, other authorities, regions, municipalities, as well as private and public actors. Most of the tasks under the Framework Agreement will be aimed at citizens in the form of communication campaigns as well as communication campaigns and specific actions aimed at health and elderly personnel.

- SST's communications services will vary throughout the term of the Framework Agreement in content, messages, etc. The actual distribution and final scope of benefits is determined by the current orders of the SST. SST does not know the final communication need. SST's communication efforts depend partly on day-to-day communication and planned projects, and on the particular situations that may arise, such as epidemics, war, etc.

- The framework agreement is estimated to have a projected annual consumption of approximately DKK 15 million. The value is determined based on previous years of consumption, excluding the special efforts during COVID-19.

- The framework agreement is expected to be concluded with 4 suppliers. The specific tasks to be solved under the Framework Agreement will be assigned on the basis of either direct allocation (tasks with a value below DKK 1.5 million), or by the reopening of competition (mini-tenders) to one of the suppliers of the Framework Agreement. The procedures for direct allocation and mini-tendering are detailed in the tender material (Annex G) Framework Agreement without Annex).

- Contracting entities refer to Annex B) Pre-qualification conditions for a detailed description of the process for the application phase and the guidelines for submitting an application, communication between the applicant and contracting entities and information on the application process.

- Prequalified applicants (bidder) shall offer a team where permanent key persons are allocated to perform services under the framework agreement. The bidder shall offer 5 key persons, one of whom the key person offered shall act as project manager. For more information on the bidding phase, including the guidelines for the submission of tenders, please refer to Annex C) the Tender Conditions.

- the value specified in point II.1.5) is indicated as the maximum value of the Framework Agreement. The value is determined on the basis that the contracting entity makes use of one of the two options in point 3.3 of the Framework Agreement. See, moreover, point II.2.14) below.
