The object of the contract is the provision of technical assistance services to the Head of the Electronic Administration Area of the Digital Transformation and Systems Directorate that allows supporting the needs of analysis and assessment of the best solutions to meet the legal and operational requirements of the company in the field of electronic administration for the evolution and implementation of the electronic services of ADIF and ADIF AV, in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, Law 40 / 2015, of October 1, of the Legal Regime of the Public Sector and its associated Royal Decrees.
The relevant electronic services identified to undertake electronic administration in ADIF and ADIF AV and to be able to comply with the aforementioned legal regulations are:
- essential services:
They are those services that are considered essential or enabling for the implementation of electronic administration in the organization and without which the electronic processing of files and documents with the required legal guarantees is not possible:
1. Electronic signature and identification services;
2. Document management and electronic file services;
3. General Entry and Exit Registry;
4. Electronic office and portals,
- additional services:
They are those that contribute to optimizing the administrative processes required for the processing of electronic files and documents but are not considered essential to comply with the legal guarantees that electronic administration implies. Furthermore, these services are built on essential services without which it is not possible to implement them in a context of complete electronic administration:
5. Digitization services;
6. File processing services;
7. Electronic notification;
8. Online payment service (online);
9. Electronic billing;
10. Electronic bidding.
Therefore, a project with these characteristics in turn must undertake, at least, the following main coordination, control and monitoring tasks:
- planning,
- execution control,
- QA,
- preparation of monitoring and control reports,
- support for change management,
With these actions, progress is being made in the implementation of electronic administration in ADIF and ADIF AV.
