The detailed description, quantities, characteristics and other necessary requirements of the goods to be procured are set out in Annex 2 "Technical specification" to the HS (hereinafter referred to as the "Technical Specification" ("HS Annex 2")). The contracting authority intends to purchase the goods as needed by placing separate orders.
