Tender for a contract for the performance of the task of reintegration into the ERSO network

With this contract, the Danish Return Agency wishes to ensure the dissemination and administration of reintegration programmes for, among other things, rejected asylum seekers, victims of trafficking in human beings and unaccompanied minors through the European Reintegration Support Organisation (ERSO) network. ERSO is a network of European NGOs offering impartial advice on repatriation and repatriation support to rejected asylum seekers and other foreigners in deportation positions.

The supplier must carry out common tasks in the ERSO network, including ongoing sparring with and capacity building of reintegration partners, reintegration advice to the group of persons for receiving return support and coordination of return support in cooperation with the local reintegration partner in relation to the preparation of long-term, sustainable reintegration plans.

The supplier must also, at the request of the Danish Return Agency, explore the possibility of entering into new partnerships – both inside and outside the ERSO network. In this connection, the supplier must work closely with the Danish Return Agency, and where relevant also the Center Against Human Trafficking (CMM), in relation to identifying and establishing support options for rejected asylum seekers and victims of human trafficking who wish to return home as part of a prepared repatriation.

When entering into new partnerships, the Supplier is responsible for identifying and capacity building new reintegration partners.

As a rule, the supplier must also be responsible for the work with reintegration support for unaccompanied minors (UMIs) who are eligible for prepared repatriation, including reintegration counselling of UUmIs and representative/temporary custodial parent (MFI).

The advisory task is only aimed at the group of persons for receiving repatriation support who wish to accept the offer via an ERSO program as well as the target group for receiving prepared repatriation. The advice includes the start of a reintegration process prior to the departure, including virtual meetings with the local reintegration partner and the applicant, advice on the reintegration process in the home country, clarification on any special needs for support after returning home and the start of the reintegration plan.

After departure, the reintegration counselling includes ongoing follow-up with the reintegration partner, assistance in the preparation of the reintegration plan and quality assurance of this before the plan is forwarded for approval by the Danish Return Agency. The supplier will also be responsible for ongoing support and monitoring of the reintegration partner and this through the reintegration process. Monitoring and supervision visits will also be part of the Supplier's task responsibility - both with and without the participation of representatives from the Danish Return Agency.
