This assignment acts within the framework of a framework agreement with 1 entrepreneur, all conditions determined and where each partial assignment is the subject of a separate intake based on this framework agreement.
Within WGK Vlaams-Brabant we want to purchase and implement planning software in the existing environment. The employees of WGK Vlaams-Brabant are scheduled today by the department manager, a central planner or by self-scheduling (currently in test phase. The intention is to further develop and integrate this. This further investigation is part of the present assignment). The modalities, degrees of freedom and other functional and technical characteristics can be found in document 'Planning software - Functional and technical requirements' in Annex 1.
For the planning of our employees, we expect that in the future we will have the opportunity to schedule ourselves, centrally and at departmental level. This for internal staff and for the planning of external parties (interim staff) that is integrated in the planning of the department. We refer to the same appendix for further explanation.
WGK Vlaams-Brabant thus expects the provider to have a solid and structural partnership in which dialogue, as well as during the entire duration of the assignment, is constantly critically focused on the reliable and efficient functional functioning of the software, whereby planning through self-scheduling is central , without detracting from the possibilities of central planning or planning by the department manager. Crucial is also the efficiency of the underlying processes with control of the workload, the optimal integration into the existing IT architecture through well-functioning interfaces and the financial feasibility, and this from the range of innovative solutions.
The assignment is further explained according to our own insights in Appendix B (functional and technical), in which the needs and the outlines of the assignment are described. Through this procedure, we wish to make maximum use of the (innovative) insights of the providers in order to put forward an optimal solution (based on the award criteria).
The purpose of the survey, in the form of a competition dialogue (see explanation below), is to have candidates propose 1 or more solutions to meet the needs of the client.
The client reserves the right to further refine the structuring of the project during the further course of the award procedure.
The client expressly reserves the right to dialogue about the transparency, feasibility and scope of the solution (s) offered. For this reason, the client explicitly reserves the right to be able to look deeper into each solution in the course of the dialogue or to refrain from further investigation, whether temporarily or not.

Start of the assignment: the current target date for starting the sub-route in WGK Vlaams-Brabant is 3.7.2020. However, the final date will only be announced upon award.
Estimation of the contract: EUR 750 000 incl. VAT (EUR 155 000 per year incl. VAT over 5 years).
