The town of Ochtrup intends to award planning services for the implementation of flood protection measures for the districts of Langenhorst and Welbergen.

In 2010, a flood occurred in Ochtrup, especially in the districts of Langenhorst and Welbergen. Heavy rain events have overflowed the sewerage systems as well as the Vecht and its backwaters, the Farbbach and the Feldbach, and flooded the two districts.

In 2011, the City of Ochtrup, in cooperation with the District Government of Münster and the district of Steinfurt, carried out preparatory work for the development of a concept for the development of flood protection and retention measures on the basis of initial analyses.

In 2014, a planning office was commissioned with preliminary planning of necessary flood protection and retention measures. On the basis of the preliminary plans, the Council of the City of Ochtrup adopted the flood protection variant “New Vecht” in 2016. Among other things, in this variant it was planned to build a new route for the Vecht around the district of Langenhorst, which could have dotted to adjacent retention areas in the event of flooding.

The preferred variant can not be realized due to the ownership of the required plots. As an alternative, it was decided to implement the “bypass channel” variant. Measures in the field of color and field stream will also be pursued. The measures envisaged in the area of Vecht south of Langenhorst cannot be implemented and are not part of this call. This approach was agreed with the district government of Münster and the district of Steinfurt. For the flood protection measures, a planning approval procedure according to § 68 of the German Water Administration Act (WHG) is required.

The following services are to be awarded:

— outdoor facilities (service phases 1-9 according to HOAI § 39 (v. appendix 11).

The services required are based on the HOAI's performance figures. The customer reserves the right to commission in stages and, if necessary, by construction.

During the negotiation phase (stage 2 of the procedure), tenderers are invited to make an assessment of the services still to be provided in phases 1-3 on the basis of the documents made available with a call for tenders.

The following services are to be awarded:

— Objective planning of civil engineering structures (performance phases 1-9 according to HOAI § 43 in conjunction with Appendix 12).

The services required are based on the HOAI's performance figures. The customer reserves the right to commission in stages and, if necessary, by construction.

During the negotiation phase (stage 2 of the procedure), tenderers are invited to make an assessment of the services still to be provided in phases 1-3 on the basis of the documents made available with a call for tenders.

The following services are to be awarded:

— Structural design (performance phases 1-6 and, if applicable, special services for service phases 7-9 according to HOAI § 51 (v. m. Appendix 14).

The services required are based on the HOAI's performance figures. The customer reserves the right to commission in stages and, if necessary, by construction.

During the negotiation phase (stage 2 of the procedure), tenderers are invited to make an assessment of the services still to be provided in phases 1-3 on the basis of the documents made available with a call for tenders.
