Description:
Collection and recovery of waste with code 19 12 12 generated in the Waste Management Plant at Rzeszotarska Street in Legnica divided into parts

The subject of the contract is the collection and management by recovery (excluding storage and storage) by the Contractor of waste code 19 12 12 - other waste (including mixed substances and objects) from mechanical treatment of waste other than those listed in 19 12 11, produced at the Plant The development of Waste in Legnica on Rzeszotarska Street, hereinafter referred to as “ZZO”. The collection and management of the waste shall be carried out in accordance with the current authorizations held by the Contractor or Subcontractor.

The Contracting Authority shall allow the submission of partial tenders for individual parts of the contract. The Contractor may submit a tender for one or both of the following parts of the contract:

1) PART NO. 1 OF THE ORDER entitled "Collection and management through recovery of waste with code 19 12 12 generated from municipal waste mixed and separately collected",

2) PART NO. 2 OF THE ORDER entitled "Collection and management through recovery of waste with code 19 12 12 generated from bulky waste".

Collection and management through recovery of waste with code 19 12 12 generated from municipal waste mixed and separately collected.

The maximum amount of waste to be collected and managed under PART NO. 1 OF THE ORDER within a period of 12 months is 23,000 Mg.

Waste code 19 12 12 will be ready for collection by the Contractor after the following processes:

-sorting of mixed municipal waste in the amount of approx. 75% of the expected waste collection,

-sorting of raw material waste with code 15 01 06 and similar in the amount of approx. 25% of the waste expected to be collected.

Both of the above-mentioned types of waste undergo the sorting process in the sorting plant. Waste is sorted m.in using ferrous and non-ferrous metal separators. However, the Ordering Party does not guarantee that the waste will be free from this type of inclusion.

Technical parameters of waste with code 19 12 12 (APPLIES TO PART NO. 1 OF THE ORDER):

-dry matter - 53.8%,

-total organic carbon (TOC) - 40.0%,

-loss on roasting (LOI) - 72.3%,

-heat of combustion - 15.8 MJ/kg.

The results given above have been determined on the basis of tests carried out by an accredited laboratory. The Ordering Party does not guarantee a permanent morphological composition of waste. The batches of waste collected may differ as to the above-mentioned values of technical parameters. Therefore, any differences shall not constitute grounds for claims by the Contractor against the Ordering Party.

The service should be carried out in the system of successive waste collection every working day from 07.00 to 15.00. The ordering party provides from 1 to 8 trips per day on a working day. The number of trips and the hours of waste collection may change after prior determination by the Parties. Any interruptions in the implementation of acceptances resulting from organizational and technical reasons are also subject to arrangements.

The Ordering Party does not provide a minimum weight for individual transports (courses). Approximate weights of transports are:

-medium- approx. 18.50 Mg,

-minimum- approx. 13.00 Mg,

-maximum- approx. 22.00 Mg.

APPLIES TO ALL PARTS OF THE ORDER.

Collection of waste with the code 19 12 12 will take place by transport organized by the Contractor at his expense.

Waste is stored in bulk without roofing and in this form will be loaded on a means of transport substituted by the Contractor. The Ordering Party does not provide for baling of waste.

Loading will be carried out by the Ordering Party with equipment enabling efficient filling of the Contractor's means of transport. The customer has equipment (loaders) capable of loading standard mobile floor semi-trailers.

Weighing of waste collected by the Contractor will take place on the legalized scale of the Ordering Party located in the ZZO.

The amounts of waste will be settled on a monthly basis. After each settlement month, the Contractor shall provide the Ordering Party with a statement indicating all recovery processes to which the collected waste has been subjected, together with an indication of the weight of this waste.

The Contractor shall be solely responsible for all damages, losses and losses in waste generated during their transport from the moment of their collection from the Ordering Party until the completion of the recovery process.

The Ordering Party reserves the right to audit the waste treatment installation in order to check the actual handling of waste by the Contractor.

Before submitting the offer, the Contractor has the opportunity to make a local inspection of the area where the subject of the contract will be implemented and get acquainted with the quality of the waste collected at the ZZO in Legnica. Detailed provisions on the on-site inspection are included in point V.4 of the SWZ.

Collection and management by recovery of waste code 19 12 12 generated from bulky waste.

The maximum amount of waste to be collected and managed under PART NO. 2 OF THE ORDER within a period of 12 months is 2,000 Mg.

Waste with code 19 12 12 will be ready for collection by the Contractor after the process of manual-mechanical processing of bulky waste with code 20 03 07. Waste comes from the processing of typical bulky waste of municipal origin (old furniture, etc.). Waste code 19 12 12 will be sent for collection in shredded form using a metal seperator shredder (Doppstadt DW 3060 low-speed shredder or a replacement with similar parameters).

The morphological composition of waste with code 19 12 12 has not been tested in terms of basic technical parameters for alternative fuel management (APPLIES TO PART 2 OF THE ORDER).
