The subject of the order is the delivery of 4 pieces of 6-axle electric locomotives, including min. pieces with a combustion access module.

The Employer requires that the subject of the contract offered by Contractors was only a brand new product, meeting the requirements described in the content of this Inquiry.

The locomotives delivered are expected to contribute to the development of intermodal transport - launching new routes.



Order description:

1. The subject of the order is the delivery of 4 pieces of 6-axle electric locomotives, including min. pieces with a combustion access module.

2. The Employer requires that the subject of the contract offered by Contractors was only a brand new product, meeting the requirements described in the content of this Inquiry.

3. The delivered locomotives are to contribute to the development of intermodal transport - launching of new routes.

4. The offered subject of the contract should meet in particular the following minimum requirements:

Necessary equipment:

The Employer requires the delivery of locomotives only brand new, i.e. built of brand new elements, assemblies, sub-assemblies and parts not used yet.

They should have, among others:

- security systems required by regulations in Poland

- 3kV DC power supply system

- Co-Co axle system

- vibration damping

- pull hooks with increased strength 1 500 kN

- couplings with increased strength 1 350 kN

- driver's cab that meets the standards of occupational safety and ergonomics

Device parameters:

- track gauge 1 435 mm

- power supply system and gauge - compatible with railway infrastructure in Poland

- bogies that meet UIC requirements for safe driving and dynamic properties

- min. 5 MW power

- tractive force 410 kN

- the ability to run trains with a mass of approx. 4,000 t without the weight of a locomotive

- number of axles - 6

- axle load - 20t / axle

- net weight - max. 120 t

- vehicle length with bumpers - max. 20 330 mm

- vehicle width - max. 3 100 mm

- minimum arc radius - 100 m

- spring parking brake on each trolley

- disc brakes

- electrodynamic brake with recuperation

- power consumption meter in accordance with Polish standards

Required documents to confirm the necessary parameters:

At the stage of submitting the offer, the Employer requires a statement that all documents required by Polish law are attached with the locomotives supplied,

In particular:

- Regulation of the Minister of Infrastructure of 12.10.2005 on general technical conditions for the operation of railway vehicles,

- General drawings of locomotives and the devices making up it, explaining the terms used

- approved Locomotive Maintenance System Documentation approved by the manufacturer as guarantor,

- Operation and Maintenance Documentation and Technical Conditions for Fabrication and Acceptance,

- Operating, maintenance and repair instructions, inspection and repair cycle card, repair cycle for all components that do not comply with the cycle specified in DSU

- The Employer requires a quality guarantee for each locomotive (their individual elements), their programming and prepared Documentation, as well as warranties for each locomotive, for a period of 36 months and 60 months for the load-bearing structure of the box, including refuges and bogie frames,

- permission to operate the locomotive type in Poland,

- other documents that may affect proper day-to-day operation.

One set of documents is required to be translated by a sworn translator into Polish (if applicable).

The descriptions above are for minimum technical requirements - adequate to the requirements of the Project. The bidder may propose better or equivalent parameters.

5. The Contractor is obliged to offer the subject of the contract that meets the minimum requirements of the Employer. At the same time, the Employer allows the possibility of offering solutions equivalent to those described in the Inquiry or better technical and quality solutions that at the same time meet the minimum requirements of the Employer. The obligation to demonstrate the equivalence of the offered solutions lies with the Contractor. In the event of a breach of this obligation - the Contractor's offer will be rejected.
