Relaunch website

(New) design of the website of the Federal Republic of Germany — Finanzagentur GmbH and the structurally based website of the Federal Financial Market Stabilization (FMSA) website using the TYPO3 CMS as well as ongoing technical support in the form of software maintenance as well as design and programming services within the framework of Further development and adaptation of both websites.

As part of the relaunch, the current website of the financial agency (designed in 2014) has to be fundamentally revised both in terms of design and technology. This is the focus of the job.

In particular, the following are:

a) implement the regulatory requirements for accessibility,

b) take into account the requirements of the financial agency's corporate design based on the Federal Government's style guide,

c) switch to the currently recommended version of the TYPO 3 content management system, which serves both websites.

Unlike the financial agency's website, the FMSA website already meets the requirements of BITV 2.0 today (with only a few minor deficits). This status should not be jeopardized by the relaunch of the financial agency's website.

The subject of the order is the (re) design of the website of the Federal Republic of Germany — Finanzagentur GmbH and the structurally based website of the FMSA using the TYPO3 CMS as well as continuous technical support in the form of software maintenance as well as design and programming services as part of further development and Adaptation of both websites.

As part of the relaunch, the current website of the financial agency (designed in 2014) has to be fundamentally revised both in terms of design and technology. This is the focus of the job.

In particular, the following are:

a) implement the legal requirements for accessibility and the requirements arising from the relevant regulation BITV 2.0 for the financial agency (and the FMSA) as “federal public bodies” within the meaning of § 2 sentence 1 no. 2 BGG

b) take into account the requirements of the financial agency's corporate design based on the Federal Government's style guide,

c) switch to the currently recommended version of the TYPO3 content management system, which serves both websites.

The editorial revision of the content of the website takes place (in parallel) by the client and is not the subject of the procurement process. The contractor works closely with the client's internal team as part of the relaunch.

As part of the relaunch, the integration of the content must be rebalanced together with the client due to changed fields of activity of the financial agency. The background is changes in the client's task structure since the last relaunch. However, the content of the client's website will continue to be the area for institutional investors (banks, central banks, asset managers, pension funds, insurance companies, etc.), in which all essential information on federal securities (German government bonds) is aggregated and generally updated on a daily basis, but also on are held ready for every single federal security. To display this (core) content in the form of overviews and charts, the contractor can take over the existing product database and query infrastructure from the client and further develop it or create it from scratch.

The expansion of debt statistics is the second focus of the relaunch. Another powerful “debt database” has to be created here or conceptually develop the existing product database in this direction. The charts and overviews of debt statistics that have been maintained manually so far should be able to vary from site visitors to a level defined in the SOW (allocation document C_01).

The FMSA website was created in 2018 and does not require any content revision. It is based on the templates of today's financial agency website and is expected to continue to be based on tax agency templates in the future, which is why a design adjustment will also be necessary here. Unlike the financial agency's website, it already meets the requirements of BITV 2.0 today (with only a few minor deficits). This status should not be jeopardized by the relaunch of the financial agency's website including the release of the CMS.
