1. The subject of the present proceedings is the Preparation of appraisal reports determining the value of real estate in the years 2024 – 2025.
2. The order has been divided into 3 parts. The Contracting Authority allows for the possibility of submitting partial bids. A contractor may submit a bid for one or a maximum of 2 parts of the contract.

Preparation of appraisal reports determining the market value of real estate (part of real estate or share in real estate) developed with a multi-family building/buildings and other development. (...)The subject of the contract is the preparation of appraisal reports determining the market value of real estate (part of real estate or share in real estate) developed with a multi-family building/buildings and other development, e.g. economic, industrial, marketplaces.

1. Estimate the value of the property will be made in order to:
• determine the basis for determining the starting price when selling the property or participating in the property in a tender, or
• determination of the price when selling real estate or a share in real estate in a non-tender procedure (including for the benefit of perpetual usufructuary) or
• determination of the value of the inheritance acquired by the Municipality of Łódź or
• settlement of expenditures or
• sale or purchase of real estate or an interest in real estate (the survey may be made for several purposes) or
• sale of real estate in a tender or non-tender procedure, or
• the establishment of a limited right in rem or
• for record-keeping purposes
The real estate to be valued is owned (or co-owned) by the City of Łódź or the City of Łódź is their perpetual usufructuary (or co-usufructuary) or other natural or legal persons.
The properties are located in the City of Łódź or, in individual cases, in the Łódź Voivodeship (up to 5 units).
2.The Contracting Authority reserves the possibility of:
• the requirement to specify in the appraisal report the value of the property broken down into the value of the land and the value of the appraisal (the Contractor's remuneration is the unit price for the preparation of one appraisal report);
• appraisal orders comprising several properties regulated in separate perpetual books, which will constitute a functional and economic whole indicated by the Contracting Authority in a single estimate operation, with the assessment of the total value of the site so indicated and the settlement the value of each perpetual property separately or/and the settlement of the value of each parcel separately where the property consists of several parcels (the Contractor's remuneration shall be a unit price for the performance of one estimate operation);
• real estate valuation orders for more than one purpose in one appraisal report;
• commissioning an opinion on the value of the property, taking into account a different condition or purpose of the property indicated by the Contracting Authority (e.g. taking into account the functions according to the draft local spatial development plan), if the Contractor has previously prepared an appraisal report for the property being the subject of the opinion.
Preparation of appraisal reports determining the market value of ownership rights to independent residential premises located in Łódź, which after separation will constitute separate real estate (...)The subject of the contract is the preparation of appraisal reports determining the market value of the ownership rights of independent residential premises located in Łódź, which after separation will constitute separate real estate, for the purposes of the conducted cases of sale of premises to existing tenants in the Department of Sale and Acquisition of Real Estate
in the Department of Property Management of the City of Łódź.
- Projected number of appraisal reports to be performed - 800.

Preparation of appraisal reports in which the remuneration for the establishment of a limited property right will be determined(...)The subject of the contract is the preparation of appraisal reports, in which the remuneration for the establishment of a limited property right, taking into account the elements resulting from the standard, or the value of the limited property right, on developed and undeveloped real estate, will be determined, in the form of:
a) transmission easements,
b) land easement,
c) a land easement with the content corresponding to the transmission easement;
d) other limited property rights, e.g. usufruct rights, cooperative ownership right to premises

It is expected that approx. 90% of the order will be transmission easements and land easements with the content corresponding to the transmission easement.
It is possible to order in one survey together the easements described in
in points from a) to c), whereby such a survey will include one real estate in the land and mortgage register.
The forecast number of appraisal reports to be carried out – 400, including:
- 320 surveys covering 1 land and mortgage register property;
- 40 surveys covering 2 land and mortgage register properties;
- 20 surveys covering 3 land and mortgage register properties;
- 18 surveys covering from 4 to 8 land and mortgage register properties;
- 2 surveys covering 9 or more land and mortgage register properties (on average 12 land and mortgage register properties in the survey).
The properties are located in the city of Łódź, or in individual cases in the Łódź Voivodeship (up to a maximum of 10 property valuations).
The Contracting Authority envisages commissioning valuations of easements described in points a) to c) running through more than one land and mortgage register property (approx. 20% of all appraisal reports). In such a case, the Contractor should submit one appraisal report including the valuation of the entire easement and broken down into individual land and mortgage registers. The Contractor's remuneration will be the unit price for the preparation of the appraisal report for one land and mortgage register property and 25% of the unit price added for each subsequent land and mortgage register property
