The subject of the contract is the construction and operation of hydraulic safety devices over a period of 3 years, i. W. consisting of a well with a feed pump, a groundwater treatment plant and an introductory structure including maintenance and self-monitoring as well as the monitoring of the construction and operation of the systems for hydraulic protection and the implementation of independent control examinations (external monitoring)

Lot 1 deals with the construction and operation of a production well including feed pump, the delivery, provision and operation of a groundwater treatment plant (GWAA) for the purification of groundwater, which is primarily contaminated with volatile halogenated hydrocarbons (LHKW) and aromatic hydrocarbons (BTEX), as well as Erection of an introductory structure. Here, over the requested operating period of 3 years with an average throughput of groundwater to be treated of 1.8 m 3rd / h (maximum 3 m 3rd / h) and an inflow concentration of LHKW of maximum 70 mg / l. Maintenance and self-monitoring are further integrated into the services.

The Zwickau district office intends to award third-party monitoring services in connection with the hydraulic safety services to be implemented from October 2020 to January 2024 at the old location "Dry cleaning and laundry company Bernhard Dalichow GmbH i. L." in 08371 Glauchau, Siedlerweg 57. External monitoring has to provide the following services:

- familiarization with the project and the order documents of the executing company;

- Participation in start-up advice for hydraulic securing before the start of execution;

- Monitoring and hydrogeological supervision of the construction of a well for hydraulic protection;

- Monitoring the delivery and construction of the hydraulic safety systems (including connection of the production well and drain in the Rothmühlgraben) in accordance with the order to the system operator;

- Monitoring and evaluation of the 14-day trial operation of the groundwater treatment plant including water level detection at the well and at other groundwater measuring points, sampling and laboratory analysis;

- continuous monitoring of the monthly implementation and presentation of the results of the self-monitoring for compliance with the requirements and for plausibility;

- Checking the existing filter capacities and notifying the client if there are signs of a necessary exchange;

- Checking the execution of regular maintenance work and unscheduled troubleshooting work;

- Conducting monthly independent control examinations (sampling, analysis) to ensure compliance with the discharge and, if applicable, exhaust air limit values;

- Determination of deficits in the operation of the plant and information about this to the client, including submitting proposals for their elimination;

- Implementation and evaluation of a semi-annual measure-specific groundwater monitoring to record the effects of hydraulic protection on the affected groundwater body;

- Documentation: Creation of annual reports on hydraulic protection, including detailed documentation of the operation of the conveyor and processing systems, in-house and external monitoring, measures for maintenance and troubleshooting (including disposal) and measure-specific groundwater monitoring, including the development of recommendations for optimization security operations and further monitoring;

- Measurement and invoice verification for services of the plant operator;

- Preparation of and participation in on-site appointments and consultation appointments with the client.
