1. The subject of the contract is the implementation of projects from the participatory budget "More park, less amusement park – let's take care of the areas of Górczewska Park for free recreation", including:
Part No. 1 - Inventory of the current development of Górczewska Park,
Part No. 2 - Care of greenery.
2. The proceedings are divided into two parts.
3. A detailed description of the subject of the contract can be found in Annex 1 to the SWZ and in the Draft provisions of the contract constituting Annex 6 to the SWZ - for Part No. 1 and No. 2, respectively.
Inventory of the current development of Górczewska Park1. The subject of the contract is the implementation of the project from the participatory budget entitled "More park, less amusement park – let's take care of the areas of Górczewska Park for free recreation", including:
- Inventory of the current development of Górczewska Park - part of the order No. 1
Area covered by the order with the area: part of Górczewska Park – approx. 19 ha.
2. The scope of the work includes:
Inventory of the current development of Górczewska Park, taking into account the indicators resulting from the provisions of the local spatial development plan covering the area: "Park Górczewska", the area of Muszlowa - Czumy street to the axis of Powstańców Śląskich street, in the municipality of Warsaw - Bemowo.
3.The development shall specify:
- what is the current percentage of biologically active land for a given parcel / part of a parcel* (i.e. the ratio of unpaved and undeveloped plot areas covered with permanent vegetation on native land in relation to the total area of the parcel).
*Some of the plots are located in several functional areas, which may have a different indicator of the biologically active area indicated in the local spatial development plan for the area in question. Then the current percentage indicator of biologically active land should be determined for each part of the plot in a given area.
4.Within each area, the current biologically active area should be defined by individual plots / parts of the plot, in tabular terms - Annex No. 1 to OPZ.
5.As part of the study, the Contractor shall supplement the "List of plots" table constituting Annex 1 to OPZ with relevant data.
6.The study will be used, m.in. in determining the possibility of developing a given plot as part of the tasks performed by the m.st Office of Warsaw.
7.You can use the information available on public portals, including, m.in.:

- mapa.um.warszawa.pl
8.The study should be carried out with the participation of a landscape architect, architect, urban planner or surveyor.
9.The study on plots / parts of plots from areas 1 to 12 (according to the numbering (L.p.) of Annex 1 to OPZ) should be delivered to the Contracting Authority by 30 September 2023.
10. The study on plots / parts of plots from areas 13 to 18 (according to the numbering (L.p.) of Annex 1 to OPZ) should be delivered to the Contracting Authority by 30 October 2023.
11. The Ordering Party allows the possibility of payment in 2 parts:
- after the execution and acceptance by the Ordering Party without reservations of the Study on plots / parts of plots from areas from 1 to 12,
- after the execution and acceptance by the Ordering Party without reservations of the Study on plots / parts of plots from areas 13 to 18.
12. The Contractor shall provide the Contracting entity with a paper inventory in 3 copies and 1 piece. (editable and pdf version) on an IT data carrier (e.g. CD, pendrive).
13.The Contractor in his works shall comply with applicable law. The works should be carried out in accordance with applicable standards, arrangements with the Ordering Party in a manner ensuring the safety of third parties.
14.The Contractor is obliged to maintain order in the area covered by the works and in places adjacent to the work area throughout the duration of the works.
15.The Contractor is obliged to remove at its own expense any damage that occurred during the performance of the work covered by the contract.
16. Employees of the Contractor performing work for the Ordering Party must be dressed in aesthetic work clothes with a visible company logo.
17. The Contractor is obliged (at the request of the Ordering Party) to provide transport during the acceptance of works.
18.The work should take into account all possible costs, including:
• Work of people and equipment,
• Purchase and transport of materials necessary to perform the work,
• Administrative and logistic services (...) c.d. in OPZ - Appendix. No. 1 to SWZ for Lot No. 1.
Green careGreen care - Part of order no. 2
Areas covered by the contract with the area: part of Górczewska Park – approx. 19 ha
I. The scope of work includes:
1) tree care, including: removal of mistletoe clusters from trees, removal of deadwood, execution of necessary care and technical cuts,
2) making bowls around the trees along with mulching with bark,
3) leveling the area by supplementing it with soil (backfilling pits in lawns),
4) removal of suckers around tree trunks (the cost includes the removal of all suckers at 1 tree),
5) removal of grass and weeds from paved surfaces (grass and weed overgrowths along with cutting off the edges of the lawn),
6) lawn reclamation,
7) supplementing plantings – bulbous plants,
8) supplementing plantings – fruit bushes (currant, raspberry, blueberry),
9) supplementing plantings and planting shrubs (ground cover roses, on a mat,
10) Removing stickers, posters, signs, etc. placed on trees and poles arbitrarily by third parties.
II. Description and rules for the execution of works covered by the subject of the contract:
1) Tree care, including: removal of mistletoe clusters from trees, removal of deadwood, execution of necessary care and technical cuts.
Cuts in tree crowns include technical and natural cuts: formatting, x-raying, sanitary, corrective and removal of possible suckers.
(Cutting dry, dying and diseased branches and branches, also broken or broken, which may affect the state of public safety and the health and technical condition of trees). Branches should be removed so as to avoid damage to their roots and damage to trunks (so-called landslides).
2. In some cases, the Ordering Party may agree to leave dried branches (up to 2 cm in diameter).
3.The price of the Offer must include works related to cutting, removal of mistletoe, clearing the area around the tree (sweeping paved surfaces or raking the lawn from small twigs), transport and disposal of spoil, possible work of a lift and mountaineer. The excavated material from the workplace should be removed by 10.00 a.m. the day after the completion of work on the tree. The excavated material may not remain on a public holiday.
4. Sanitary and care works should be carried out using specialized equipment intended for tree care, and the selected methods must not harm the trees.
5.As part of the service, work should be carried out using rope methods (mountaineering) or using a basket lift where technically possible. It is forbidden to use tree frogs on live trees and improper work with ropes (e.g. without a cambium protector where recommended). When working on trees, any threat to the safety of people, cars, equipment and the trees themselves by freely dropped branches should be excluded. The technique of sectional cutting and controlled lowering of larger branches with ropes is required in order to avoid unacceptable injury to trees and breaking branches. Saws, secateurs and other tools used for cutting must be sharp so that they do not cause tearing and damage.
6.Mistletoe removal:
(a) removal of mistletoe clusters on trees by cutting them off with a ball, breaking them or removing them together with thin branches, provided that the crown has a safe conformation (the thickness of the branches at the point of cutting must not exceed 5 cm in diameter).
b) in the case of mistletoe on branches greater than 5 cm in diameter, mistletoe should be broken or sawn off and at the same time shading shoots affected by mistletoe should be applied by covering and stable fixing of opaque material in places where this semi-parasite occurs
c) the contractor is obliged to perform the procedure of removing deadwood and mistletoe, whenever they occur on the indicated tree (...) c.d. in OPZ - Appendix. No. 1 to SWZ for Part 2
