The contracting entity considers that it is economically most advantageous to tender 2 contracts within the same area to handle a tender process, with the most possible competition, as there will be large switching costs on current installations.
The two contracts will subsequently be called "status quo agreement" and "development agreement".
By having the ability to continuously shift engagement from the Status quo agreement to the Development Agreement, companies can, as needed and resources, switch or upgrade sim cards / modems on units of measurement before phasing out the 2G or 3G network when convenient and budgetary.
The status quo agreement will include switching costs and have a range that fits one to one with the current situation. This will be an infinite contract with the possibility of withdrawing successive benefit for benefit with 3 months notice.
The development agreement, on the other hand, will have an assortment of products and services that must be continuously adapted to market developments and fulfill the needs that the companies may demand in the future. Framework contracts will be valid for a maximum of 7 years with 4 years plus 3 x 12 months option.
Contract # 1, "Status quo":
- Purchase of existing data communications and telemetry services. This contract will be entered into according to the total financial assessment including switching costs compared to current installations,
- Existing 2G, 3G and 4G subscriptions for current capacity telemetry / target devices,
- Existing ADSL and fiber connections with current bandwidths. This contract will only contain a similar acquisition compared to currently existing services.
The supplier must thus be able to offer all the product lines on the offer list for this contract.
The status quo agreement will replace the current existing services, so that the agreement will only be changed in relation to current products and services, ie. no upgrades or new installations.
This contract will be concluded in accordance with the total economic assessment, including switching costs in relation to current installations.
- FFV does not offer existing ADSL and fiber connections with current broadband.
Contract # 2, the "Development Agreement":
Contract # 2 will be offered as a similar contract, however, with the option of extending benefits. This contract will be tendered afterwards and will include the following:
- Procurement of data communications and telemetry services for upgrading or re-establishing installations,
- Mobile subscriptions for telemetry / target devices with different data capacities (number of Gbytes of data),
- Fixed data communication connections with a selection of bandwidths,
- Option: IoT products and subscriptions.
conclusion:
If new products / services are to be procured, this will be done under the Development Agreement. In this way, the client will gradually and over time transfer services from the Status quo agreement to the Development Agreement.
After a number of years, the Status quo agreement will thus be void, as all commitment will be transferred to the Development Agreement.
This offer is exclusively for contract 1 "status quo".
Bidders can submit bids on both contracts.
