3.1. The subject of the order is the delivery and assembly together with the design and commissioning of 154 solar installations and 221 micro-solar installations under the program "Construction of micro-installations of renewable energy sources for the residents of the Municipality of Włoszczowa" on private real estate located in 31 towns of the Municipality of Włoszczowa (Wymysłów, Wymysłów Kurzelowski, Wola Wiśniowa, Włoszczowa, Silpia Mała, Silpia Duży, Rząbiec, Rogienice, Przygradów, Podlipie, Ogarka, Nieznanowice, Motyczno , Międzylesie, Mchowie, Łachów, Ludwinów, Kuzki, Kurzelów, Konieczno, Kąty, Jeżowice, Jamskie, Ewina, Dąbie, Danków Mały, Danków Duży, Czarnca, Boczkowice, Bebelno Wieś, Bebelno Kolonia), broken down into parts.

3.1.1. PART I: delivery and assembly together with design and commissioning of 154 solar installations: preparation of design documentation for 154 solar installations as well as supply of installation elements and assembly of solar installations based on completed design documentation on private buildings or on land belonging to the inhabitants of the commune of Włoszczowa together with commissioning and user instructions. Three types of solar installations are envisaged, depending on their power and volume of storage heaters (sets), in quantities:

• Set I: 2 flat solar collectors with a capacity of min. 3166 W, supplying a DHW cylinder with a net volume of min. 240 dm3 in quantity of 49 pcs.

• Set II: 3 flat solar collectors with a capacity of min. 4749 W, supplying a DHW cylinder with a net volume of min. 270 dm3 in an amount of 95 pcs.

• Set III: 4 flat solar collectors with a capacity of min. 6332 W, feeding the DHW cylinder with a net volume of min. 370 dm3 in an amount of 10 pcs

• Marking visibly and permanently 154 installations built as part of the project, by placing a prominent A3 size board next to each installation. 8. List of statements or documents confirming the fulfillment of the conditions for participation in the procedure and no grounds for exclusion

To confirm the conditions of participation in the procedure and the lack of grounds for exclusion, the contractors shall submit:

8.1. Before the deadline for submitting bids, JEDZ's statement in electronic form with a qualified electronic signature by means of electronic mail to the e-mail address indicated in point 9.4. of this IDW, in order to pre-confirm the terms of participation in the procedure and the lack of grounds for exclusion. Statements of entities submitting the offer jointly and entities sharing the potential submitted on the JEDZ form should be in the form of an electronic document, signed by a qualified electronic signature by each of them to the extent that they confirm the circumstances referred to in art. 22 (1) of the PZP Act, i.e. meeting the conditions for participation in the procedure and no grounds for exclusion to the extent that each of the contractors shows that they meet the conditions for participation in the procedure and no grounds for exclusion (Contractors must jointly demonstrate compliance with the conditions for participation in the procedure, but no grounds each is excluded separately).

8.1.1. The Purchaser allows in particular the following format of sent data: .pdf, .doc, .docx, .xps, .odt, rtf.

8.1.2. The contractor fills in EAT, creating an electronic document. Can use the ESPD tool or other available tools or software that allow you to fill in the EAT and create an electronic document, in particular in one of the abovementioned formats.

8.1.3. After the contractor has created or generated the EAT electronic document, the contractor signs the abovementioned a document with a qualified electronic signature issued by a qualified trust service provider that is an entity providing certification services - an electronic signature that meets the security requirements set out in the Act.

8.1.4. The EAT signed electronic document should be encrypted, i.e. with an access password. For this purpose, the contractor may use the tools offered .....

3.1.2. PART II: delivery and assembly together with the design and commissioning of 221 micro-solar installations: preparation of design documentation for 221 micro solar installations, delivery of installation elements and carrying out of the installation on-site along with accompanying infrastructure and connection to the internal power installation based on the completed project documentation private buildings or land belonging to the inhabitants of the commune of Włoszczowa along with the commissioning and instruction of users. The photovoltaic micro installation must consist of the following elements: photovoltaic panels mounted on the support structure, DC / AC inverter with the function of measuring the electricity produced, installation of direct and alternating current, measuring and billing system at the place of delivery / reception of electricity. The following types of solar photovoltaic installations are expected, depending on their power, in quantities:

• Set of flat photovoltaic panels with a total power of min. 1.96 kW, in the amount of 8 pcs;

• Set of flat photovoltaic panels with a total power of min. 2.24 kW, in quantity of 1 item;

• Set of flat photovoltaic panels with a total power of min. 2.80 kW, 147 pcs;

• Set of flat photovoltaic panels with a total power of min. 3.36 kW, 3 pcs;

• Set of flat photovoltaic panels with a total power of min. 3.92 kW, in the amount of 31 pcs;

• Set of flat photovoltaic panels with a total power of min. 4.74 kW, 15 pcs;

• Set of flat photovoltaic panels with a total power of min. 5,04 kW, in quantity of 2;

• Set of flat photovoltaic panels with a total power of min. 5.60 kW, 14 pcs.

... by the software in which it prepares a statement document (e.g. Adobe Acrobat), or use tools available on the market under open-source licenses (e.g. AES Crypt, 7-Zip and Smart Sign) or commercial.

8.1.5. The Contractor shall include the password to access the EAT file in the content of his offer, submitted in writing. The content of the offer may, if necessary, also contain other information for correct access to the document, in particular information about the encryption program used or the procedure for decrypting the data contained in EAT.

8.1.6. The contractor sends the ordering party encrypted and signed with a qualified electronic signature JEDZ to the e-mail address zamowieniapubliczne@gmina-wloszczowa.pl. in such a way that the document reaches the contracting authority before the tender submission deadline. The content of the sent message should indicate the designation and name of the procedure to which EAT applies and the name of the contractor or any designation identifying the contractor (e.g. EAT to offer 658 - in this case the number must be indicated in the content of the offer).

8.1.7. By sending EAT, the contractor requests confirmation of delivery of the EAT message.

8.1.8. The date of sending the EAT will be confirmation of delivery of the EAT message from the e-mail server of the ordering party.
