Description:
Receipt, transport and management of municipal waste from properties remaining in the Customs Union MG-6 organised municipal waste collection system for a period of 36 months

1. The object of the contract is the collection, transport and management of municipal waste from the territory of the Member Municipal Communities MG-6 (hereinafter referred to as “ZCG MG-6”), together with the implementation of services and ancillary duties.

2. The subject of the order was divided into 3 separate and independent parts, i.e.:

1. Part I — covering the collection, transport and development of municipal waste from Sector I;

2. Part II — covering the collection, transport and development of municipal waste from Sector II;

3. Part III — covering the collection, transport and development of municipal waste from Sector III.

Part I — covering the collection, transport and development of municipal waste from Sector I

1. The scope of the contract shall include:

1) receiving municipal waste:

(a) from property owners located within the Member Municipalities of ZCG MG-6 and remaining in the municipal waste collection system organised by ZCG MG-6, cyclically in the source system, from containers/containers or bags, broken down into the following fractions:

— unsegregated (mixed) waste, arising after the separation of fractions subject to selective collection (hereinafter referred to as “unsegregated (mixed) waste” or “mixed waste”),

- paper,

- glass,

— plastics, metals and packaging of these materials, multi-aerial packaging,

— biowaste,

(b) from owners of properties located within the Member Municipalities of ZCG MG-6 and remaining in the municipal waste collection system organised by ZCG MG-6, cyclically in the source system, without the need to deposit waste in containers/containers or bags, broken down by the following fractions:

— large-sized waste,

- waste electrical and electronic equipment,

— worn tyres;

(c) from pharmacies and pharmacy outlets — expired medicines;

(d) in additional receipts;

(e) in the context of intervention receipts;

2) the transport and transfer of received municipal waste referred to in point 1 (hereinafter collectively referred to as “municipal waste”) to the communal waste collection (zoning), assured/provided by the Contractor and indicated in the tender;

3) the development of collected municipal waste at the location/location of the collection (development) of municipal waste, assured/provided by the Contractor and indicated in the offer;

4) providing property owners with containers/containers intended for the collection of rainfall referred to above in point 1 (a) and care for their sound technical, cleanup and sanitary condition, insofar as the waste depository system provides for the collection of waste in containers/ containers;

5. Provide the owners of the property with bags intended for the collection of rainfall referred to in point 1 (a), insofar as the waste depositing system provides for the collection of waste in bags;

6. Ensuring at designated points of containers intended for the collection of waste referred to in point 1 (c) above and care for their sound technical, cleanup and sanitary status;

7) the implementation of the services and obligations associated with paragraphs 1 to 6 above.

During the period of execution of the order, the following quantities of waste shall be collected [Mg/36 months]:

20 03 01 Unsegregated (mixed) municipal waste — 27,896,160 Mg;

15 01 07 Packs of glass — 3,134,640 Mg;

15 01 01 Paper and cardboard packaging — 1 537,440 Mg;

15 01 02 Plastic packaging — 4,185,360 Mg;

20 02 01 Biodegradable and green waste — 14,042,640 Mg;

20 03 07 Bulky waste — 2,269,920 Mg;

20 01 32 Drugs other than those listed in 20 01 31 — 0,360 Mg;

20 01 36 Consumed electrical and electronic equipment other than those listed in 20 01 21, 20 01 23 and 20 01 35 — 6,960 Mg;

16 01 03 Worn tyres — 99,360 Mg.

Part II — covering the collection, transport and development of municipal waste from Sector II

1. The scope of the contract shall include:

1) receiving municipal waste:

(a) from property owners located within the Member Municipalities of ZCG MG-6 and remaining in the municipal waste collection system organised by ZCG MG-6, cyclically in the source system, from containers/containers or bags, broken down into the following fractions:

— unsegregated (mixed) waste, arising after the separation of fractions subject to selective collection (hereinafter referred to as “unsegregated (mixed) waste” or “mixed waste”),

- paper,

- glass,

— plastics, metals and packaging of these materials, multi-aerial packaging,

— biowaste;

(b) from owners of properties located within the Member Municipalities of ZCG MG-6 and remaining in the municipal waste collection system organised by ZCG MG-6, cyclically in the source system, without the need to deposit waste in containers/containers or bags, broken down by the following fractions:

— large-sized waste,

- waste electrical and electronic equipment,

— worn tyres;

(c) from pharmacies and pharmacy outlets — expired medicines;

(d) in additional receipts;

(e) in the context of intervention receipts;

2) transport and transfer of collected municipal waste referred to in point 1 (hereinafter collectively referred to as “municipal waste”) to the communal waste collection site (zoning), assured/provided by the Contractor and indicated in the offer,

3) the development of collected municipal waste at the location/location of the collection (development) of municipal waste, assured/provided by the Contractor and indicated in the offer;

4) providing property owners with containers/containers intended for the collection of rainfall referred to above in point 1 (a) and care for their sound technical, cleanup and sanitary condition, insofar as the waste depository system provides for the collection of waste in containers/ containers;

5) provide the owners of the property with bags intended for the collection of rainfall referred to in point 1 (a), insofar as the waste depositing system provides for the collection of waste in bags,

6. Ensuring at designated points of containers intended for the collection of waste referred to in point 1 (c) above and care for their sound technical, cleaning and sanitary status,

7) the implementation of the services and obligations associated with paragraphs 1 to 6 above.

During the period of execution of the order, the following quantities of waste shall be collected [Mg/36 months]:

20 03 01 Unsegregated (mixed) municipal waste — 36,280,560 Mg;

15 01 07 Glass packaging — 2,484,720 Mg;

15 01 01 Paper and cardboard packaging — 3,372,240 Mg;

15 01 02 Plastic packaging — 4,531,440 Mg;

20 02 01 Biodegradable and green waste — 8 624,880 Mg;

20 03 07 Bulky waste — 3,603,360 Mg;

20 01 32 Drugs other than those listed in 20 01 31 — 3,540 Mg;

20 01 36 Consumed electrical and electronic equipment other than those listed in 20 01 21, 20 01 23 and 20 01 35 — 7,920 Mg;

16 01 03 Spent tyres — 0.360 Mg.

Part III — covering the collection, transport and management of municipal waste from Sector III

1. The scope of the contract shall include:

1) receiving municipal waste:

(a) from property owners located within the Member Municipalities of ZCG MG-6 and remaining in the municipal waste collection system organised by ZCG MG-6, cyclically in the source system, from containers/containers or bags, broken down into the following fractions:

— unsegregated (mixed) waste, arising after the separation of fractions subject to selective collection (hereinafter referred to as “unsegregated (mixed) waste” or “mixed waste”),

- paper,

- glass,

— plastics, metals and packaging of these materials, multi-aerial packaging,

— biowaste;

(b) from owners of properties located within the Member Municipalities of ZCG MG-6 and remaining in the municipal waste collection system organised by ZCG MG-6, cyclically in the source system, without the need to deposit waste in containers/containers or bags, broken down by the following fractions:

— large-sized waste,

- waste electrical and electronic equipment,

— worn tyres;

(c) from pharmacies and pharmacy outlets — expired medicines;

(d) in additional receipts;

(e) in the context of intervention receipts;

2) the transport and transfer of received municipal waste referred to in point 1 (hereinafter collectively referred to as “municipal waste”) to the communal waste collection (zoning), assured/provided by the Contractor and indicated in the tender;

3) the development of collected municipal waste at the location/location of the collection (development) of municipal waste, assured/provided by the Contractor and indicated in the offer;

4) providing property owners with containers/containers intended for the collection of rainfall referred to above in point 1 (a) and care for their sound technical, cleanup and sanitary condition, insofar as the waste depository system provides for the collection of waste in containers/ containers;

5. Provide the owners of the property with bags intended for the collection of rainfall referred to in point 1 (a), insofar as the waste depositing system provides for the collection of waste in bags;

6. Ensuring at designated points of containers intended for the collection of waste referred to in point 1 (c) above and care for their sound technical, cleanup and sanitary status;

7) the implementation of the services and obligations associated with paragraphs 1 to 6 above.

During the period of execution of the order, the following quantities of waste shall be collected [Mg/36 months]:

15 01 07 Glass packaging — 2,285,760 Mg;

15 01 01 Paper and cardboard packaging — 2 760,000 Mg;

15 01 02 Plastic packaging — 4 113,840 Mg;

20 02 01 Biodegradable and green waste — 10 299,120 Mg;

20 03 07 Bulky waste — 3,564,960 Mg;

20 01 32 Drugs other than those listed in 20 01 31 — 11,040 Mg;

20 01 36 Consumed electrical and electronic equipment other than those listed in 20 01 21, 20 01 23 and 20 01 35 — 11,280 Mg;

16 01 03 Worn tyres — 22.560 Mg.
