Background to the tender; Current situation

Since August 2017, hiring of staff in salary scale 10 and above takes place via a dynamic purchasing system (DAS). After a recent evaluation of the DAS, the management decided to let the hiring of external parties take place in a different way. Namely through one expert party that markets all hiring assignments in the aforementioned job scales for Contracting Authority and selects the most suitable Candidates for this. The reasons for this are the long lead time of the DAS applications, the quality of the offer to Candidates and the restrictions on the renewal of hiring assignments.

Core of the Assignment (inner scope)

The scope of the Assignment that is put out to tender concerns:

The hiring of all external staff of scale 11 and above and 50% of the hiring of external staff in scale 10. This concerns personnel for the location of the Contracting Authority, in The Hague and Utrecht

This estimate for four years is approximately EUR 19 million, i.e. approximately EUR 5 million per year.
