The procurement is for a framework agreement for procurement assistance for the municipalities in Viken West and for Viken Vest Procurement Cooperation (VVI).
Øvre Eiker Municipality (the contracting authority) is acting as the host for this framework agreement where several municipalities (collaboration partners) are collaborating on a joint notice. The framework agreement comprises project management of procurement processes for different types of procurements. The objective of the framework agreement is to cover the contracting authority’s need for procurement assistance.
The result of each call-off will lead to a competition being held for goods or services in accordance with the Public Procurement Regulations and in accordance with the Utilities Regulations. The assignment will be completed when all appeals have been answered and when the tenderer has submitted all documents in the contracting authority's tender management tool (KGV), Mercell. The contracting authority can also hold call-offs for procurement assignments that are not specified in the fixed price. These are remunerated at current hourly rates.
One joint contract will be signed for all the participants.
The participants can make independent call-offs under the framework agreement as needed in their own municipality, but when multiple municipalities combine for a procurement, the municipalities will be responsible for the competition and make the call-off.
The tenderer then provides assistance to the municipality that makes the call-off. Joint procurements are to be invoiced according to fixed price as an assignment and is a basic package. Extra participants will trigger a ‘supplement for extra participants’ in accordance with the price sheet.
The scope of this agreement is at all times dependent on the contracting authority's grants and need. If a tenderer relies on other suppliers’ qualifications, a commitment statement is required that demonstrates that the tenderer can use the resources.
