Description:

The Guiana Space Center (CNES / CSG) has delegated the project management for the renewal of the DAC (centralized alarm device) to the CNES / DLA / SDS ground development sub-directorate: ST2 project Remote monitoring system & remote management (SCADA / GTC), divided into 2 indissociable phases:

- phase 1: firm phase on 31 sites: renewal of the existing DAC for air conditioning, energy, particulate cleanliness (EPCU),

- phase 2: conditional phase for 70 new sites: deployment on new sites (energy control through the exploitation of HV distribution and air conditioning).

A visit of the site will be proposed to the preselected candidates during the consultation phase, in order to better understand the particular context of the space base and installations.

The DAC "centralized call device" system is obsolete and requires renovation. The DAC was commissioned in 1999. This system monitors facilities:

- It allows to know the operating status of the energy equipment (EDF network, generator and inverters), air conditioning (cold units, temperature, hygrometry ...), room environment EPCU clean (humidity, temperature, pressure, particle counter ...) and telephone switches,

- It warns technical managers on site or on call by telephone, pager, operator post) in the event of events, alarms or exceeding the threshold.

It will be replaced by the ST2, remote monitoring and remote management system (SCADA / GTC) of CSG facilities (BLA, ELA, Soyuz + remote sites), allowing:

- the teleacquisition,

- the remote alarm,

- teleaction,

- the data processing.

The ST2, within the framework of the Mastery of energies "MDE", will bring operating capacities and will ensure the repatriation of the instrumentations to the following trades:

- energy,

- air conditioner,

- EPCU (Payload Preparation Set),

- water,

- telecom (supervision of PABX and ST2 itself).

Business attention is drawn to the fact that CNES is required to ensure a non-French European industrial return, taking into account the participation of the Member States (Austria, Belgium, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Luxembourg, Norway, Netherlands, Poland, Portugal, Czech Republic, Romania, United Kingdom, Slovenia, Sweden and Switzerland) of the European Space Agency (ESA) to finance the activities present tender dossier.

Applicants are asked to submit their best offer while ensuring a geographical return distribution as much as possible in accordance with the requirements expressed as follows:

group, group country, geographic return requirements per group min [%] and max [%]:

- Group A - France, Germany, Italy, Spain, Switzerland, United Kingdom: min 0 (%); max 20 (%);

- Group B - Austria, Norway, Sweden: min 40 (%); max 80 (%);

- Group C - Czech Republic, Denmark, Greece, Ireland, Poland, Romania: min 20 (%); max 60 (%);

- group D - all others: min 0 (%); max 10 (%).

This geographical return is one of the criteria for evaluating offers, with administrative, management, technical and cost criteria.
