Project management services in project stages 1 to 5 for the new building at a central location in the district of Constance. In addition, further project management services must also be provided at the clinic location in Constance as required by the GLKN.

In 2022, the Supervisory Board of the Gesundheitsverbund Landkreis Konstanz (hereinafter referred to as "GLKN") approved the results of a structural and economic feasibility report, which provides for a two-site solution for hospital care in the district of Konstanz as the decisive result.

The following steps are envisaged:

- Construction of a new hospital at a central location in the district - to be determined - with a structural expansion option for possible further centralization of services in the future

- Preservation of the clinic location in Constance with a modified service profile

- Closure of the site in Singen after construction of the new building at a central location

The locations in Engen and the Hegau Youth Office in Gailingen am Hochrhein are considered separately.

The new building at a central location with approximately 410 beds essentially includes comprehensive emergency care, obstetrics with pediatrics (Level 1), the further centralization of urological care, comprehensive visceral surgery and a wide range of internal medicine services. In addition, the medical concept envisages the development of trauma surgery as a supra-regional trauma center with the expansion of neurosurgery at the new building at a central location.

For the realization of the project, the GLKN is now tendering the necessary project management services in a Europe-wide procurement procedure.

The subject of this Europe-wide tender is therefore the project management services in project stages 1 to 5 for the new building at a central location in the district of Constance. In addition, further project management services must also be provided at the clinic location in Constance as required by the GLKN.

The following services are not the subject of the order:

- Support for the choice of location for the new building at a central location in the district

- Accompaniment / creation of functional and space programs

- Votes on the spatial programs in the Ministry of Social Affairs in 2023

- Liquidation of the clinic location in Radolfzell

First of all, the basic services of the project management of the areas of action A to E of project stages 1 to 2 are to be commissioned. In addition, special services may be commissioned as optional services, insofar as this proves to be necessary or useful on the basis of further project development.

A sectional and phased assignment is intended, there is no entitlement to further assignment.

The construction volume for the planned measures (KG 200-700) amounts to approx. EUR 246 million net.

Project management services are expected to start in January 2024. Completion of the new building at a central location at the new location is scheduled for December 2030.

The applicants selected as part of the competition will receive further details on the scope of the services to be provided with a request to submit an offer.
