Investor selection for the project of a partnership between government and private entities "Increasing the energy efficiency of the buildings of VšĮ Kaišiadorys Hospital and Rumšiškės Cultural Center"
The modernization of the buildings of Kaišiadorys Hospital and Rumšiškės Cultural Center on the basis of an energy saving supplier ("Kaišiadorys Hospital" and Rumšiškės Cultural Centre is a project to be upgraded on the basis of an energy saving supplier ("Kaišiadorys Hospital") ESCO) project is implemented by Kaišiadorys district municipality.
THE CONTEXT OF PROJECT IMPLEMENTATION, THE NEED FOR PROJECTS AND THEIR IMPORTANCE:
The purchase is carried out in the framework of the implementation of the Strategic Plan for the Development of the Municipality until 2023 "2. Priority area. Improving the living conditions of society and the quality of services" of objective 2.2 "To provide high-quality and accessible health and social services" 2.2.1. the task "To increase the availability, quality and efficiency of personal health care services provided" and "3. Priority area. Sustainable development of territories and infrastructure" objective 3.1 "Develop and upgrade engineering supply infrastructure" objective 3.1.2 "Increase the efficiency of energy systems".
THE OBJECTIVES OF THE PROJECT IMPLEMENTATION ARE:
The aim of the project is to improve the quality of public services of Kaišiadorys district municipality by ensuring energy-efficient infrastructure that meets hygiene standards and the essential requirements of the building.
The task of this project is to comprehensively renovate Kaišiadorys Hospital and the buildings of Rumšiškės Cultural Center (hereinafter – the Object) by implementing technical measures for the renovation of buildings, which comply with the measures listed in Annex 2 to the Programme for improving the energy efficiency of public buildings approved by Resolution No. 1328 of the Government of the Republic of Lithuania of 27 November 2019; to carry out interior decoration works in the Object, to prepare and implement an energy efficiency and monitoring plan for the operation of buildings; carry out maintenance of the building; to ensure the operation of the essential elements of the building in order to:
1. to ensure the requirements of the indoor air temperature in the Object in accordance with HN 42:2009 "Indoor microclimate of residential and public buildings" and HN 69:2003 "Thermal comfort and sufficient thermal environment in the working rooms. Normative values of parameters and measurement requirements";
2. when renovating the Object, to achieve the energy performance class C of the building, determined in accordance with STR 2.01.02:2016 "Design and certification of the energy performance of buildings";
3. to ensure the maximum economically justified reduction in the cost of heat for heating.
