This consultation concerns the awarding of a public contract for technical assistance to project management (ATMO) for the reconstruction of the Saint-Quentin-Fallavier CP level 1 sanitary unit in design-build-development. The DISP Lyon intervenes to improve the USN1 of the institution, now located in too small premises to allow the smooth running of public health missions (somatic and psychiatric care).

The mission of the ATMO begins in the "Construction" phase of the operation. The work will involve an intervention in a functioning prison site and will require taking into account strong constraints (safety of the establishment, access, etc.).

The mission is divided into 5 technical parts:

- technical part 1 (PT1): assimilation of input data,

- technical part 2 (PT2): control of the progress and quality of works,

- technical part 3 (PT3): operations prior to reception and assistance at reception,

- technical part 4 (PT4): assistance during the guarantee period of perfect completion,

- technical part 5 (PT5): steering of contracts and services of CT and CSPS.
