The procurement concerns services within visual communication. The agreement covers the delivery of the design and visual communication of professional content on various platforms, communication channels and devices.

Parallel framework agreements: DSS will enter into parallel framework agreements with five tenderers. See Annex 2 of the Standard Government Contract SSA-R (the framework agreement) and section 2.2 of this document. The agreement will be non-exclusive.

Contracting authorities: In addition to DSS, the Office of the Prime Minister and the Norwegian Community of Ministries will be contracting authorities on the agreement. See Annex 1 to the Standard Government Contract SSA-R (the framework agreement) for a list of the organisations that will be contracting authorities on the agreement.
The agreement will cover the contracting authorities' needs for design, design profiles, layout, photography, illustration, etc. of various themes and maintenance of the design programme for the ministries.

The design programme for the ministries forms the basis for all visual communication on all platforms, communication channels and devices and ensures that the sender's identity is maintained in a professional manner. The tenderer is bound by this in the performance of each individual assignment.

The tenderer's end product will be digital files. Printing and production will be performed by the customer. As a rule, the contracting authority at DSS will also be responsible for publishing.

The working language is Norwegian. The procurement is described in more detail in the tender documentation.

The estimated value of the contract is from NOK 20,000,000 excluding VAT to NOK 30,000,000 excluding VAT over four years. The estimated value is not binding for the contracting authority. The agreement is non-exclusive, and the contracting authorities have the right, but not the obligation, to award contracts on this framework agreement. The contracting authority is not obliged to procure a certain volume during the framework agreement period.
