Trondheim, Oslo, Bergen, Asker, Kristiansand, Stavanger and Bærum municipalities, hereafter called the contracting authority, invite tenderers to a negotiated procedure for the delivery of a digital trade system for municipal child welfare services.
The trade system will give employees in municipal child welfare services support in casework, management, interaction and other assignments that are carried out municipal child welfare services.
The municipalities have entered into a collaboration contract for the procurement and implementation of the contract. Lørenskog municipality has an option to join the collaboration contract. Bærum municipality is included in the collaboration contract and has an option to use the trade system.

The aim of this procurement is to enter into a contract with a tenderer for the development of a new digital trade system for municipal child welfare services. The trade system is defined here as a cloud based SaaS service, which is available over the internet. The trade system must give employees support for casework, management, interaction and other assignments in municipal child welfare services. The trade system must be developed through close cooperation between the contracting authority and the tenderer.
The tenderer will own the trade system after it has been developed, and investment in the development of the trade system is a prerequisite. The aim is that the municipalities have continual access to an updated trade system that is further developed throughout the trade system's lifetime. It is important that the trade system gives continual good support so that the child welfare services can work properly, efficiently, and with high quality, so that the trade system contributes to reaching the goals in DigeBarnevern.
Those municipalities with a purchase obligation will enter into a contract for continual delivery of the trade system service when the development is complete and the trade system is approved. The municipalities with an option will be able to enter into the same contract with the tenderer.
The contract for the development phase, based on SSA-T, will run until the contract is delivered. The contract for the continual delivery of the services, based on SSA-L, will have a minimum period of 4 years, with an option for an extension for one year at a time.
