The object of this contract includes the technical support work to the public business entity Augas de Galicia in the technical analysis of files related to hydrological planning. This support refers to the analysis of files, plans, programs and sectoral regulations from the perspective of water planning, assessing the compatibility of the different proposals with the objectives set in the planning.
The works will be developed under the assistance, support and collaboration regime to Augas de Galicia and under the control, monitoring, coordination and supervision of the person responsible for the contract, and will consist of technical support in the analysis of files, plans, programs and sectoral regulations, from the perspective of hydrological planning assessing the compatibility of the different proposals with the objectives set in the planning.
The work included in this service includes the technical analysis of files related to water planning, in particular, the following:
• In relation to compliance with the general objectives of hydrological planning established in the revised text of the Water Law, approved by Royal Decree 1/2001, of July 20, and, specifically, in relation to the possible effect of the proposed actions to the fulfillment of the environmental objectives established in the Hydrological Plan of the Galicia-Costa river basin district (PHGC).
• In relation to the provisions of article 108 of Royal Decree 849/1986, of April 11, which approves the regulation of the hydraulic public domain, which develops the preliminary titles, I, IV, V, VI and VII of Law 29/1985, of August 2, on water, which establishes that the compatibility of concessions with the PHGC must be addressed. For which, it will be necessary to analyze the sufficiency and availability of natural water resources, considering the regime of ecological flows and available resources, according to the Hydrological Plan of the Galicia-Costa river basin district of the 2021-2027 cycle (PHGC).
• In relation to its compatibility with the Flood Risk Management Plan (PGRI), analyzing the effect on the floodability of the areas of potential and significant flood risk (ARPSI) currently delimited.
• In relation to its compatibility with the Special Drought Plan of the hydrographic demarcation of Galicia-Costa (PES), approved by the Council of the Xunta de Galicia by agreement of June 2, 2022, according to the provisions of article 9 of Law 9/2019, of December 11, on measures to guarantee supply in episodes of drought and in situations of health risk.
• The analysis of plans, programs and sectoral regulations and actions that may have relevance or impact on the hydrological planning to which the works refer.
