The subject of the contract includes the collection, transport and management of municipal waste from the owners of inhabited and uninhabited properties occupied by: the Skołyszyn Commune Office and organizational units of the Skołyszyn Commune; Volunteer fire brigade facilities; Sports fields, playgrounds and recreational places in the village of the Skołyszyn Municipality and with the PSZOK in Skołyszyn (hereinafter referred to as: PSZOK) and from places additionally designated by the management of collected waste, i.e. transport, recovery or disposal, on authorized installations processing municipal waste in a way that ensures the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods and reduction of the mass of waste biodegradable municipal waste transferred to landfill, as referred to in the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2023, item 1469, późn.zm.).
Estimated amount of municipal waste to be collected and managed in the period from 01.01.2024 by 31.12.2024 will amount to a total of approx. 1664.2000 Mg (tonnes) + 100 Mg (tonnes), of which:
1) Waste collected from inhabited and uninhabited properties (at source) – 1546 Mg, consisting of:
• 890 Mg (tonnes) - mixed municipal waste and residues after municipal waste segregation (code 200301);
• 570 Mg (tonnes) – selectively collected municipal waste such as: paper and cardboard (150101, 200101); glass (150107, 200102); plastics (150102, 200139) - metals (150104, 200140); multi-material packaging (150105);
• 1 Mg (tonnes) – other non-biodegradable waste (200203);
• 60 Mg (tonnes) – bulky waste and furniture (200307);
• 5 Mg (tonnes) – biodegradable waste, with particular emphasis on bio-waste (200201, 200108);
• 5 Mg (tonnes) – cold bottom ash from households (ex 200199);
• 15 Mg (tonnes) – construction and demolition waste (170107, 170101, 170103, 170201, 170904, 170604, 170904).
2) Waste collected from the PSZOK in Skołyszyn - 118.2000 Mg, which consists of:
• 6.5 Mg (tonnes) – selectively collected municipal waste, including: paper and cardboard (150101, 200101) – 2 Mg; glass (150107, 200102) – 2 Mg; plastics (150102, 200139) – 1 Mg; metals (150104, 200140) – 0.5 Mg; multi-material packaging (150105) – 1 Mg;
• 3 Mg (tonnes) – waste electrical and electronic equipment (200123*, 200135*, 200136);
• 45 Mg (tonnes) – construction and demolition waste (170107, 170101, 170103, 170201, 170904, 170604);
• 1 Mg (tons) – biodegradable waste, with particular emphasis on bio-waste (code 200201, 200108);
• 45 Mg (tonnes) – bulky waste and furniture (200307);
• 12 Mg (tonnes) - used household tyres (used tyres from bicycles, prams, mopeds, motorcycles and vehicles with a maximum permissible weight of up to 3.5 tonnes) - 160103;
• 1 Mg (tonne) — cold hearth ash from households (ex 200199);
• 2 Mg (tonnes) – textiles and clothing (200111, 200110);
• 1 Mg (tonne) - hazardous waste (not listed in other fractions) according to the catalogue of waste listed in the Regulation of the Minister of Climate of 2 January 2020 on the catalogue of waste (Journal of Laws of 2020 item 10);
• 0.1 Mg (100 kg) — expired medicines (200131*, 200132);
• 0.5 Mg (500 kg) – waste batteries and accumulators, alkaline batteries (200133*, 200134);
• 0,1 Mg (100 kg) — Needles and syringes created as household waste (ex 200199);
• 1 Mg (ton) — municipal waste not listed in other subgroups (200399).
3) Post-flood waste — up to 100 Mg (168201*, 168202).
As part of the option, the Contracting Authority provides for the possibility of disposal and management of waste generated as a result of floods, flooding of residential, uninhabited and public buildings up to the amount of 100 Mg in the period from 01.01.2024 to 31.12.2024. In the offer, the Contractor evaluates the unit and total price of the collection and management of flood waste under the contract option (the value of the above-mentioned waste is not included in the amount allocated by the Contracting Authority to finance the contract).
The quantities of municipal waste to be collected from the area of the Skołyszyn Municipality during the term of the contract are an estimate, and the Contracting Authority does not ensure that the order is completed in this amount. As part of the present procedure, the Contracting Authority allows for the possibility of increasing the planned amount of collected municipal waste to 50% of the total amount of collected waste (up to 832 Mg) - regardless of the type of waste included in the procedure.
Waste management, i.e. recovery or disposal, should be in accordance with the applicable regulations, in particular the Waste Act of 14 December 2012 (i.e. Journal of Laws of 2023, item 1587, późn.zm.), the Act on Maintaining Cleanliness and Order in Municipalities and the Waste Management Plan for the Podkarpackie Voivodeship for the years 2020-2026 with an outlook until 2032.
