The subject of the contract is: collection of municipal waste from property owners from the city of Krosno in the period from January 3, 2023 to December 31, 2023. In the Municipality of Krosno, the municipal waste management system covered properties inhabited in single-family buildings, multi-apartment buildings, buildings of the Old Town Complex and Staszica Street. The Contractor collecting municipal waste is obliged to comply with the applicable provisions of law, in particular: the Act of 14 December 2012 on waste (Journal of Laws of 2022, item 699, as amended), the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 1297, as amended), the Waste Management Plan for the Podkarpackie Voivodeship for the years 2020 – 2026 with a perspective until 2032 constituting Annex 1 to Resolution No. XXXVI/584/21 of the Podkarpackie Voivodeship Assembly of 26 April 2021, Regulation of the Minister of Climate and Environment) of 10 May 2021 on the method of selective collection of selected fractions of waste (Journal of Laws of 2021, item 906), Regulations for maintaining cleanliness and order in the Municipality of the City of Krosno together with other provisions of local law. Estimated amount of municipal waste to be collected from the inhabited areas of the city of Krosno: - about 5 600 Mg per year - unsegregated (mixed) municipal waste, - about 400 Mg per year - bio-waste excluding part of plants from the care of green areas and gardens also called "bio waste", - about 250 Mg per year - bio-waste constituting parts of plants from the care of green areas and gardens, - about 2 400 Mg per year - segregated municipal waste, - about 20 Mg per year - ashes from households - collection as part of the action. The figures given above are estimates and may change at the stage of order completion. The estimated number of properties covered by the municipal waste management system is approx. 6643, including single-family development approx. 6392 and multi-unit development approx. 251. The number of inhabitants covered by the municipal waste management system in the city of Krosno resulting from the submitted declarations on the amount of the fee for municipal waste management submitted by the owners of real estate on which residents live is approx. 37 384. The subject of the contract includes: 1) collection, 2) equipment with containers for non-segregated (mixed) municipal waste of property owners residing in the City of Krosno, 3) equipment with containers for selective collection of municipal waste, 4) handling of the Ordering Party's own containers, 5) washing and disinfection of containers, 6) replacement of containers, 7) equipment with bags for selective waste collection and bags intended for collecting unsegregated (mixed) waste municipal, 8) equipping with bags for the collection of ash and bio-waste forming part of plants resulting from the care of green areas and gardens; A detailed description of the subject of the contract is specified in the OPZ annex attached to the SWZ. 2.3. The Contracting Authority, in accordance with Article 29(3a) of the Public Procurement Law and Article 22(1) of the Act of 26 June 1974 – Labour Code, requires the contractor or subcontractor to employ persons performing the following activities in the scope of the contract performance: performing physical and office work related to the collection and transport of municipal waste from the inhabited areas of the Municipality of krosno.
