The state-owned enterprise SIVA - Company for industrial growth SF - is a part of the public business oriented policy instrument system and is owned by the Ministry of Trade and Industry, henceforth referred to as the Awarding Authority.

SIVA's activities are for the areas innovation and properties. In the White Paper no. 22 (2011-2012) 'Tools for growth-regarding Innovation Norway and SIVA SF', the Norwegian Government notifies that an evaluation of SIVA's property activities shall be initiated.

SIVA's property activates has not been subject to previous thorough evaluation. In 2009 and 2010 an external impact evaluation of SIVA's activities were conducted. However, the main focus of the evaluation mainly was on the overall and possibly synergistic effects between the activity areas and did not carry out an in-depth study in relation to discussion of the property activities.

Furthermore, the Office of the Auditor General of Norway carried out company inspection of SIVA's activities for the year 2008. This includes SIVA's innovation schemes, excluding the company's property activities. Based on this, the Awarding Authority requests a thoroughly assessment of SIVA's property activities.
