The public passenger transport order includes regular services with motor vehicles in the area of the Neuwied district in accordance with §§ 42, 43 PBefG. The start of the contract is scheduled for June 1st, 2021; the contract should run until December 9th, 2023 and thus have a term of a good 2 ½ years (30 months).

The district of Neuwied is the responsible authority according to § 5 of the state law on local public transport (Nahverkehrsgesetz - NVG RLP) and thus at the same time the competent authority according to Regulation (EC) No. 1370/2007 for the award of local public transport services in its own sphere of activity. The latter also includes the area of the district town of Neuwied. The district of Neuwied is legally defined for the entire district area and thus also for the district town of Neuwied for the local road-bound public transport. The SPNV-Nord is the responsible authority and authority for the so-called RegioLinien in its area of responsibility.

The district of Neuwied and the SPNV-Nord are to be regarded as equal partners. Contract partners are the district of Neuwied and SPNV-Nord.

In the regular year of operation, the output volume is nominally 382 689 Fpl-km. The public service contract covers the following lines:

- Line 131 Neuwied - Waldbreitbach - Neustadt - Asbach (RegioLinie),

- Line 137 Neuwied / Bad Hönningen - Roßbach - Neustadt (local line),

- Line 172 Reifert - Roßbach - Waldbreitbach (local line).
