The contract concerns the following ordinary and extraordinary maintenance services of the systems: electrical, air conditioning (heating, cooling of rooms and equipment, ventilation, air treatment, smoke evacuation), plumbing (water supply and drainage), fire-fighting water (water supply plumbing for fire-fighting), industrial water treatment, electrical and control systems (served by the systems being maintained) through any operation, supply or service necessary to maintain them in efficiency and enhance them, installed at the Rai CPTV facilities in Via Mecenate in Milan. Ordinary maintenance at a fee: operation of the plants; assumption of the role of third party responsible for the operation and maintenance of heating systems pursuant to Presidential Decree no. 412 of 26/8/93 and subsequent amendments; Scheduled maintenance; Corrective maintenance; Call Center and Emergency Assistance and Consultancy; Register of interventions; updating of the data in the maintenance management software, using the licensed Infocad.FM Software already in possession of Rai; minimum continuous presence: according to the procedures described in the Technical Specifications to which reference is made - 8 hours of work plus 30 minutes of break, it being understood that, in the presence of units composed of more than one worker, lunch breaks must be scheduled in such a way as to ensure the continuous presence of staff; Consumables - spare parts, necessary for the maintenance of the systems as specified in point 12 et seq. of the Service Project Part 1. The detailed list of the plant stocks of each asset is reported in Part 3a of the Service Project/Technical Specifications.
Taking into account the relevant principles, the contract is divided into a single Lot in order to ensure the achievement of high economies of scale generated by the aggregation of demand. The type of service requested requires homogeneous performance levels, uniform approach and methodology with respect to the success of the contract, to guarantee the public interest pursued. The structure of the tender on a single lot will, in fact, make it possible to reduce the costs due to the management and execution of the contract, configuring a single center of responsibility in terms of guarantee and safety of the services to be carried out, also in consideration of the place where the service is carried out within contiguous settlements.
The services requested must also comply with the technical specifications indicated in the Minimum Environmental Criteria (CAM) relating to the assignment of energy services for buildings, lighting and motive power service, heating/cooling service (approved by Ministerial Decree of 7 March 2012) - HEATING/COOLING SERVICE IN BUILDINGS - LIGHTING AND FM SERVICE IN BUILDINGS CASE B.
The social clause referred to in Article 57(1) of the Code applies.
The CCNL cd. The leader in the sector is the National Collective Labour Agreement (CCNL) for personnel employed by companies in the metalworking industry and the installation of systems stipulated between Federmeccanica, Assistal, FIM-CISL, FIOM CGIL and UILM-UIL - alphanumeric code C011. Pursuant to art. 41, paragraph 15, of the Code, the cost of labour has been calculated at a total of € 855,679.88.
