Federal Authority Centre Am Steigerwald, new building 006, object planning building

The General Directorate of Customs GZD would like to establish a location in the property "Am Steigerwald" in Erfurt for further training in the field of self-protection and armament ESB. Building 006 is to be rebuilt as a canteen. The planning services for the demolition of the existing building 006 as well as all specialist planning services are awarded separately and are not part of this procedure.

For the planning of the new construction of building 006 for the ESB site, the services for the object planning of buildings are put out to tender here.

Location of the property:

The former military property "Am Steigerwald" is located in the south of the state capital Erfurt above the Löberfeld barracks on the landscape conservation area Steigerwald. It is accessed from the north via the street "Am Tannenwäldchen" and from the east via the "Drosselbergstraße".

Use of the property:

From 1934 to 1992, the property "Am Steigerwald" was used for military purposes. The facilities were not destroyed in the 2nd World War by the effects of war. The aerial photo evaluation revealed no suspicion of explosive ordnance. After the end of military use, all suspected sites were examined and all contaminated sites were removed.

The property "Am Steigerwald" is to be developed as a federal authority center. Formerly military accommodation, supply and garage buildings have already been converted into office and garage buildings for federal agencies. Buildings that were no longer needed were demolished. In accordance with the agreements between the Federal Institute for Real Estate BImA as the owner and the city of Erfurt, the draft development plan is to be redrawn in order to create the building law. The climate-friendly land management of the city of Erfurt must be taken into account. The main determinations of the other special area SO Federal Authority Centre are to remain in place.

Scope of the measure:

Building 006 will be rebuilt as a canteen for the ESB training courses of the General Directorate of Customs. The new building replaces the existing 3-storey building 006 with an attic, which has to be demolished due to structural problems.

The new building will have 2 full storeys with a flat roof.

The canteen is used to provide the training participants with breakfast, optional snacks and lunch. Parts of the food are pre-produced in the main kitchen in the Erfurt city area and prepared and supplemented in the kitchen of the Mensa am Steiger using the Cook & Chill process. Products that are sensitive to holding time, such as vegetables, fried and fried foods, are prepared in the kitchen of the Mensa am Steiger. Approximately 70 meal participants should be able to be served in the canteen at the same time with a fast turnaround time. In the shift system, it can be assumed that there will be about 70 more meal participants. The areas of use of the canteen are the dining room with food distribution and outdoor seating, the kitchen with ancillary rooms for delivery and storage, toilets and washrooms as well as technical rooms.

For the project, the Sustainable Building Assessment System (BNB) with the quality level "BNB Silver after analogous application" is to be applied without certification. As far as possible, all profiles should be taken into account. The degree of fulfillment will be determined within the framework of a BNB workshop. The aim is to protect the environment for future generations, conserve resources and reduce life cycle costs. A BNB specialist planner commissioned separately by the TLBV must be integrated into the building project planning.

It is based on the Federal Government's climate policy goals for 2050 and the climate-friendly land management of the City of Erfurt. In the case of new federal buildings, an energy standard of an efficient building Bund 40 (EGB 40) is required. The building envelope and other components should be able to be manufactured in a climate-friendly manner and used for the generation of renewable energies. According to BNB, the use of technology in sustainable buildings should be limited to what is necessary. The building will be integrated into a future property energy concept in order to achieve "zero emissions" status for the entire property in the most economical way in 5-year steps by 2045. Climate-friendly buildings should take into account the expected climate impacts and extreme events in the future as well as the effects of the chosen constructions on the local and global environment.

The guideline "Barrier-free construction" must be applied and implemented.

All other property and specialist planning services are tendered and bound separately independently of the architect's services.

The fee zone III according to HOAI was determined for the object planning of the building.
