The subject of the order is divided into two parts:

Part 1 - Provision of services in the city and commune of Nakło nad Notecią in the scope of collecting municipal waste from the owners of real estate where residents live

Part 2 - The service of removing solid waste from marketplaces, public toilets, fire stations, UMiG Nakło buildings, national remembrance sites, removing dead animals.

Description of the subject of the contract in the scope of lot 1 - Provision of services in the city and commune of Nakło nad Notecią in the field of municipal waste collection from property owners where residents live

2.1.1. The subject of the contract is the provision of services in the City and Commune of Nakło nad Notecią in the period from 01/01/2020 to 31/12/2020 regarding the collection of municipal waste from the owners of real estate where residents live.

2.1.2. Characteristics of the commune

1) Urban and rural commune.

2) The area of the commune is 186.97 km2 (of which 10.62 km2 covers the area of the city of Nakło nad Notecią).

3) The commune has 26,043 inhabitants (as of 09/08/2019 - based on submitted declarations).

4) The commune consists of the city of Nakło nad Notecią with 15 208 inhabitants and a rural area (29 towns) with 10 835 inhabitants (based on submitted declarations).

5) The number of inhabitants of the city and individual municipalities is presented in Annex 1 to the subject of the contract.

6) The location of individual municipalities is shown on the map in Annex 2 to the subject of the contract.

7) Part of the commune of Nakło nad Notecią is characterized by compact buildings with the occurrence of multi-family buildings.

Multi-family housing occurs mainly in the following cities: Paterek, Potulice, Ślesin, Minikowo, Lubaszcz, Olszewka, Kazin.

The compact single-family housing apart from Nakło nad Notecią occurs mainly in the following cities: Paterek, Potulice, Ślesin, Trzeciewnica, Performance.

Plans of the main and largest municipalities are presented in Annex 3 to the subject of the contract.

8) The area of the city of Nakło nad Notecią is characterized by compact single-family and multi-family housing. Within the city limits there are areas of multi-family housing (Annex 1 to the subject of the contract). Multi-family housing is also located in the so-called old town and downtown. Buildings in the downtown and the old town are mainly tenement houses and multi-flat buildings forming a compact development of the city center with service and trade functions.

Other housing estates are single-family housing.

9) The total number of real estate in the commune where the inhabitants live is approx. 4610, of which the number of inhabited real estate in a rural area is approx. 2652, while within the city limits the number of inhabited real estate is approx. 1958 (based on submitted declarations).

10) List of address points, number of residents, types of waste collected in the Nakło nad Notecią municipality - Annex 1 to the subject of the contract.

11) The communication system of the Town and Commune of Nakło nad Notecią is characterized by a network of roads and streets

With varied significance and traffic. The location and type of roads in the Nakło nad Notecią municipality are presented in Annex 4 to the subject of the contract.

12) In the area of the city of Nakło nad Notecią, the highest traffic intensity occurs

Within the city beltway (within DK 10) and the main access roads to the beltway. There is local traffic in the city center. A bypass of the city in the direction of North-South is commissioned. A map of the city of Nakło nad Notecią with an indication of one-way roads is presented in Annex 5 to the subject of the contract.

2.1.3. Types of municipal waste received.

Collection of municipal waste from owners of real estate on which municipal waste is generated will be divided into:

1) Mixed municipal waste - collected in containers (transferred to the Transshipment Station in Rozwarzyn),

2) Municipal waste selectively collected (sent to the Selective Municipal Waste Collection Point in Rozwarzyn):

Plastics, metals, multi-material packaging - combined (in single-family housing collected in bags, in multi-family housing collected in containers or bags);

The subject of the contract is the removal of permanent waste from the area of the city market, public toilets, fire station, Municipal Police headquarters, City Hall and Commune buildings, national remembrance sites, removal of dead animals and other, indicated by the Employer in the commune of Nakło nad Notecią and transfer them to entities dealing with municipal waste disposal on their own and at their own expense. The removal of municipal waste will be carried out immediately, depending on current needs, at each written, oral or telephone order of the Employer. Undertaking by the "Contractor" of services may take place in hours. 600 to 2200, and in exceptional cases also between from 2200 to 600 based on - confirmed by the "Employer" - telephone notification of the "Contractor" or in another form agreed between the parties.

The provision of the following services is envisaged:

1. emptying and removal of waste from a 1100 l container - approx. 11 items (approx. 474 voids),

2. emptying and removal of waste from a 110-liter container - approx. 1 item (approx. 20 voids),

3. removal of dead animals (approx. 80 pcs.)

4. Solid waste disposal - loose (approx. 10 tonnes)
