The district committee of the district of Hersfeld-Rotenburg intends to conclude a framework agreement with a leasing company on the basis of the collective agreement on deferred compensation, so that the eligible employees (hereinafter: "beneficiaries") can lease bicycles for business and private use within the framework of a business bike leasing model. Eligible employees in this sense are employees according to the Collective Agreement public service (TVöD). Financing is provided by means of a deferred compensation scheme and is provided by the authorised staff themselves. It is intended to convert monthly fee components for the purpose of leasing bicycles suitable for road traffic (in accordance with § 63a of the Road Traffic Licensing Regulations (StVZO)) as well as additional insurance benefits and leaseable bicycle accessories. In a needs survey among the employees of the district administration in July 2022, 33 employees (hereinafter: "beneficiaries") expressed their binding interest. Due to the fact of fluctuations in the employee area and the specificity of the object of the order, a maximum value of the order volume is set based on a number of 40 employees.
