Hogeschool Van Hall Larenstein, hereinafter referred to as: "VHL" is a "University of Applied Sciences" with offices in Velp (Rheden) and Leeuwarden.
The client trains high-quality, ambitious and innovative professionals who contribute to a sustainable world. About 550 employees work at VHL. VHL offers education to approximately 4,600 students.
VHL has its own HR department with a head of HRM, HR advisors and (policy) employees who work at both locations. Line management is fully responsible for the HR issues at the locations.

Van Hall Larenstein University of Applied Sciences intends to start a tender for the hiring of flexible workers 2020. This is understood to mean:
lot 1: Teaching staff; lot 2: Support staff.

This tender will take place entirely on Negometrix.
In 2020, the contracts for hiring a flexible workforce based on temporary employment, secondment and payrolling will expire at VHL. These agreements can no longer be renewed. In order to be able to lawfully purchase these services even after the aforementioned date, a European tendering procedure is being conducted for this purpose. The purchaser carries out this tender together with the HRM department on behalf of the VHL Executive Board.
VHL intends to conclude a framework agreement with one contractor in the context of this tender. The framework contract to be concluded "Hiring Flexible Work" applies to both locations of the university of applied sciences, namely Velp (Rheden) and Leeuwarden.
