The Legal Register Centre (‘the Contracting Entity’) is inviting candidates to leave a request to participate for the electronic monitoring system (‘EMS’) procurement.

The objective of this procurement is to obtain a modern, scalable, flexible and mobile solution for electronic monitoring (electronic monitoring system, ‘EMS’) for the use of Criminal Sanctions Agency (‘CSA’) e.g. Prison and Probation Service in Finland.

The procurement covers the electronic monitoring system including the required monitoring equipment, the required logistic and maintenance services, the development services, optional mobile software for offenders, licenses and required training and instructions in Finnish or English. The procurement covers also the delivery and deployment project of the EMS.

The objective is to deploy the electronic monitoring system, including positioning and tracking capability, indoor monitoring capability, monitoring devices and a map view accessible via workstations and mobile devices in Finland by March 2021. Deployment stage will end in all prisons and units latest at the end of May 2021.

The Contracting Entity selects one (1) service provider and concludes a contract with that service provider.

The contract period starts from signing the contract and is valid until further notice. The conditions will be specified during the negotiations.
