Request for quotation for a field work study for a real estate taxation survey in Lieksa

In 2020, the City of Lieksa commissioned a data analysis to examine the differences by region based on real estate tax and building register data and their potential effects on real estate tax revenue.

The city has commissioned field work in one area and will now continue field work surveys in several areas during 2023 in order to get the missing property tax information registered by the end of 2023.

The City of Lieksa requests an offer for a field work study for a real estate tax survey based on a previously conducted analysis study in the target areas mentioned below. The work should include checks and updates of property tax and building register information. Field work is carried out in such a way that, as a rule, all buildings within the area demarcation are measured. The aim of the work is to update the property tax information and municipal building register data as well as possible by checking all buildings in the target areas that are more than 5 m2 in the register and those missing from the register. The aim is to update the information by utilising inspection data during the survey as well as register and real estate data.

The target areas are:

1. Syvälahti, Kalkinlahti and Joensuunniemi

a. approximately 260 properties built

b. approximately 450 buildings (RHR) – approximately 1055 (FCG report)

2. Northwest of the central agglomeration

a. approximately 510 properties built

b. buildings ca. 930 (RHR) – c. 1365 (FCG);

3. Areas near Lake Vuonisjärvi

a. approximately 455 properties built

b. Number of buildings: 945 (RHR) – c. 1555 (FCG)

The number of properties is an estimate of the data analysis. Appendix maps of the areas are attached to the invitation to tender, and the City will, if necessary, provide the selected consultant with a more detailed area delimitation as a basis for property surveys once the order has been confirmed.

The work must be carried out during inspection visits to properties, and remote implementation methods cannot be used for inspection. Fieldwork should be done by a consultant of choice; The city does not allocate resources for field work. The final report for the property tax campaign must be submitted to the City of Lieksa by 30.11.2023.

The consultant and the city will take care of communicating the matter together.

The work must ensure the quality control of the revised and updated data so that the building data required for registers and data transfer can be verified, processed and transferred to the registers of the municipality, the DVV and the Tax Administration.

Procurement selection criteria:

The service provider can make an offer for 1-3 areas of their choice. The procurement decision is made separately from all entities according to the most affordable option.

The price shall be given separately for each regional entity. Travel and accommodation costs shall be included in the invitation to tender as a separate estimate for each region. The procurement decision is based on the given total price for the performance of the work and travel and accommodation costs.

The price must include all other possible costs related to the performance of the work.

Price:

Prices must be reported and given exclusive of VAT, and the VAT rate applicable to the purchase must also be reported. The price should be indicated in the price € / destination area.

The work will be invoiced immediately after the necessary materials have been delivered to the City after the work has been completed, no later than 15.12.2023.

Publicity of documents:

According to the legislation on public access, procurement documents are, as a rule, public. Tenders shall endeavour to be drawn up in such a way that they do not contain business secrets. Where it is necessary to preserve trade secrets, they shall be clearly stated separately to the subject matter of the trade secret. According to the legislation on public procurement and public access to documents, information on the offer price is public.

Other conditions:

The tenderer accepts that the general terms and conditions of public procurement (JYSE 2014, dated 2017 Services) shall be applied in the contract.
