Stockport Homes required the provision of employment and training services, focussed on opportunities for employment and training (including pre-employment training, training and education in a classroom setting and on-the-job training) through work on Stockport Homes' void properties, capital works on Stockport Homes' housing stock and other works opportunities.

Stockport Homes is committed to maximising the employment, skills and training opportunities for residents of the Borough and Stockport Homes’ customers and particularly to ensuring that the outcomes from employment, skills and training opportunities are realistic, tailored and sustained. The primary aims of this agreement are to seek to promote social justice, tackle poverty, address inequalities and address climate change and the services are provided in furtherance of these primary aims.

Stockport Homes requires the provision of employment and training services, focussed on opportunities for employment and training (including pre-employment training, training and education in a classroom setting and on-the-job training) through work on Stockport Homes’ voids properties, capital works on Stockport Homes’s housing stock and other works opportunities.

Stockport Homes issued a prior information notice (‘PIN’) in the OJEU (ref 2019/S 144-354718 on 26.7.2019) to seek expressions of interest in a vocational training services contract which delivers the above employment and training outcomes. Economic operators were invited to express an interest in the proposed contract by providing brief details of their organisation and their experience of providing integrated training and sustained employment services in a works setting meeting the description above.

In the absence of significant and appropriate interest in that contract being expressed further to that PIN, Stockport Homes has determined that a traditional procurement process would not enable it to maximise inclusive growth in the way it is committed to doing. Stockport Homes has further determined that a procedure under Regulation 32 of the Public Contracts Regulations 2015 (Use of the negotiated procedure without prior publication) is required to enable Stockport Homes to negotiate a services agreement with B4Box for the provision of the services by virtue of regulation 32(2)(6), as the works and services required by Stockport Homes can only be supplied by B4Box in order to protect the Parties’ exclusive rights (including particularly intellectual property rights).
