The district of Nürnberger Land is planning the new construction of the Geschwister-Scholl-Gymnasium in Röthenbach.

The basic services of the work phases 2 - 9 of the service profile object planning buildings and interiors according to § 34 Abs. 3 HOAI i.V.m. Anl. 10 Point 10.1. Furthermore, as special services, the investigation of alternative solutions according to various requirements (solid construction vs. timber construction) including cost evaluation, participation in the application and billing of subsidies (preparation of the proof of use), the preparation of the fire protection concept according to AHO including escape and rescue plans as well as fire brigade plans, the relocation planning (inventory, planning, tendering and participation in the awarding of contracts, monitoring) from Inventory (containers) in the new building as well as the supervision of the removal of defects in performance phase 9. The elevator planning (compliance with accessibility according to DIN 18040) should also be carried out by the commissioned planning office.

The architect is also responsible for the demolition of the existing building.

The district of Nürnberger Land is planning the new construction of the Geschwister-Scholl-Gymnasium in Röthenbach. A general renovation has already been envisaged, but it has turned out in the context of the relevant planning that a new building is more economical.

The construction of the new classroom wing for the grammar school was decided. The aim here is a structural implementation of the space program for the replacement building of the grammar school, taking into account the local heating center in the existing partial basement. The new building will be planned on the site of the existing building. The demolition of the existing building is also to be supervised by the contractor. The demolition costs themselves are estimated at roughly EUR 2.7 million gross (including pollutant removal). The remuneration for the supervision of the demolition should be made separately as a lump sum. A separate pollutant report will be prepared. This must be taken into account or implemented in the demolition planning and implementation. The pollutants must be included in the demolition LV.

The overall space program for the grammar school is available and will be made available. The overall measure Schulzentrum Röthenbach is divided into 5 components, whereby components 1 to 4 were already completed in 2022. The last component 5 - classroom wing Gymnasium - is now the subject of this tender.

The architect is also responsible for the demolition of the existing building. The entire demolition concept is expected from the architect. The findings of the separately commissioned pollutant report must also be taken into account.

In the feasibility study, the preferred variant 1 has been developed. The local heating supply centre must be retained, the floors above must be dismantled and the plant must be structurally clad in the building. The classroom wing is to be moved away and completely rebuilt. A three-storey new building is expected to be built.

An increase by a fourth floor should already be taken into account in planning, at least statically.

A new pedagogical spatial concept is to be implemented (clusters and open learning landscapes).

The client wants to take on a role model function, so that the aspects of sustainability and in particular energy-efficient construction take on a high priority here. Great importance should be attached to the energy concept. The other sustainability criteria should also be taken into account, even in demolition if possible.

Within the framework of Lph. 2, the client wishes a variant investigation with regard to the comparison of solid construction to timber construction. A timber construction may be considered. However, the final decision on this must be taken by the political body. The variants of solid construction and timber construction are therefore to be compared in Lph. 2 including cost assessment. Subsequently, the decision is made by the political body.

It is important that the adjacent buildings of the school complex remain in operation. This must be taken into account during implementation. There is also a narrow access situation in the present case, which means that logistics are more difficult. This must also be taken into account in the context of planning and execution.

The total costs of the measure are around EUR 35 million gross (KG 200-700 incl. demolition).

Planning is to begin immediately after the assignment (expected summer 2023). The funding application must be submitted by 15.10.2024. Regardless of the funding application, the existing classroom wing is to be demolished as early as 2024. The students are already outsourced to containers.

Construction is scheduled to begin at the beginning of 2025, with completion or use scheduled for the beginning of the school year (autumn) 2028.

In the present case, it is particularly important for the client that the "Guidelines for Safety in Teaching" (RISU) are complied with. The property planner must pay particular attention to this. The requirements of the KUVB (Kommunale Unfallversicherung Bayern) go beyond the "normal" requirements.

Furthermore, the keeping and presentation of the construction diary is particularly important to the client. Section 8.5 of the ZVB stipulates that the construction diary must be kept in accordance with the guidelines issued for state construction measures and that it must be submitted to the client every fortnight. The construction diary must be handed over after completion of the construction work.

The construction diary must be kept by the contractor every working day. If the Contractor does not consider it necessary to be present on the construction site, this must be announced to the Client. If the Client orders the attendance, although this is objectively not necessary, this is to be remunerated separately according to proven hourly expenditure. The construction diary must be submitted to the Client at appropriate intervals.
