Flughafen Köln/Bonn GmbH intends to award the contract for the maintenance and repair of BMA fire alarm systems with on-call service and fault service.
The performance target includes the officially prescribed, preventive maintenance work of the fire alarm systems at Cologne/Bonn Airport, the power supply equipment (charging device for the batteries), the alarm, display and control devices as well as on all detectors.
Provision of the special tools, measuring and control equipment required for maintenance, as well as the tools and aids for the maintenance and cleaning of the plant.
Carrying out officially prescribed functional tests, maintenance of the control center, the power supply equipment, the signaling, control and alarm devices with alarm and fault reporting check in the control center fire station 1.
Currently, a hierarchical fire alarm system (consisting of approx. 50 sub-centres and approx. 22,000 fire detectors) and the main control centre in fire station 1 is in operation.
It is operated via a safety information system (TOPSIS).
If one of the connections from the main control center to the subcenters fails, operation is possible at any time at the locations of the subcenters or, subsequently, also at the subcenters used in the stations.
The existing scope of protection of the fire alarm systems are various buildings at Cologne/Bonn Airport
Cologne/Bonn Airport operates a networked hazard management system of the type TOP SIS 8.4 with the subordinate fire alarm control panels of the type SM 88 / D100 – Sigmasys and Sinteso FS 20. A hierarchical fire alarm system (consisting of 67 sub-control centers and approx. 15,000 fire detectors) consisting of a main control center and a redundancy center is currently in operation.
The operation and display is carried out by the airport fire brigade with additional, remote operating stations (6 clients).
The fire alarm systems of the operator UPS and Deutsche Bahn AG are also bidirectionally integrated into the network (separate contracts).
The highest possible availability of the system with minimal susceptibility to faults is essential for the operation of the airport.
In order to participate in the tender for the maintenance of this system, proof of the applicant's certification in addition to DIN 14675 for the aforementioned systems is therefore mandatory, including the manufacturer's delivery commitment and training commitment for repair in accordance with VDE 0833 within the specified periods.
The systems SM 88 / D 100 System Siemens, BMS 32/80 System Siemens, Sigmasys/Sigmanet System Siemens and Sinteso FS 20 System Siemens must be regularly checked for compliance with the VdS guidelines as part of the maintenance, the certification of the company as a VdS-approved installer and maintenance technician of the listed systems is therefore a prerequisite for admission to participation.
According to VDE 0833, automatic detectors must be replaced by cleaned replacement detectors within the prescribed cleaning interval.
The advance provision must also be proven in the proof of delivery.
The scope of services consists of:
Inspection:
The inspection includes measures to determine and assess the actual condition and, depending on the type and degree of the system, must be checked 2 times a year or 4 times a year for its intended function:
- Function of the monitored external connections (primary lines) with non-destructively testable detectors / transmission devices / automatic dialers and transmission devices
- Display of the origin of messages in accordance with the backup concept
-Transducer
- Display and/or actuation devices inside or outside the control panel
- Schalteinrichtungen
- Control devices in connection with transmission devices, automatic dialing and transmission devices, control and alarm devices
-Energy supply
- Transmission paths from the coupling link to the control centre when sub-installations (control centres) or other peripheral facilities are connected.
As part of one of the above-mentioned inspections, the following are checked 1 x a year:
- All non-destructive detectors as well as primary lines with non-non-destructive detectors.
Maintenance:
The maintenance includes measures to maintain the target condition and is carried out 1 x a year:
- the control panel (including display and control devices outside the control panel)
- the power supply (charging device and battery)
- and the alarm devices
If necessary, the following services, among others, will be provided in this context:
- Replacement of system components (e.g. detectors) and components (e.g. accumulators, device and
Storage batteries) with a limited lifespan (for a separate fee)
- Adjustment, readjustment and adjustment of components and devices
- Trigger/perform messages or recordings
- in the case of systems with image recording devices, replace the film or other image carrier with a new one to be provided by the customer
Restoration:
The measures to restore the target state include in the event of disturbances that have occurred under generally normal environmental conditions due to natural wear and tear,

- replace low-value components (components up to a total value of €25 per fault operation);
the replacement of higher-quality components and the repair of malfunctioning assemblies, on the other hand, will be invoiced separately
Melderreinigung :
Detector cleaning must be carried out at regular intervals :
- either clean on the spot
- or provide factory-cleaned and tested detector inserts.
- the latter is carried out in an exchange procedure, whereby the ownership of the old detectors is transferred to the contractor,
the ownership of the replaced, cleaned detectors is transferred to the customer.
Additional services:
The contractor shall set up a telephone service in order to:
- to advise the client on the use of hardware and operating software at the client's request
- to analyze the causes in the event of malfunctions
For this purpose, the service control center is available to the client 365 days a year and around the clock.
