Development of a widely supported method to provide insight into the workload and tasks faced by the regional units; 2. Converting the insightful workload and assignments into a system with which a distribution can be made between the units as objectively as possible; 3. Filling the distribution system with current data in such a way that it is and remains updatable in the future; 4. Carrying out a baseline measurement in which it is calculated what this would mean in terms of distribution of strength among the units; 5. Scheduling and conducting the secretariat for the 'leading group' and the official support group, whereby the Client has decision-making power within this leading group.
