Description:
Communication and awareness-raising campaign on the role of Walloon public procurement as a lever for economic recovery and the transition to sustainable development

The contract covers the communication strategy to be implemented as part of projects 302 and 303 of the Walloon Recovery Plan, concerning:

- Project 302: Facilitating access to public procurement for SMEs

- Project 303: Strengthening the dynamics of responsible public procurement in Wallonia

The mission is divided into two stages:

1. The establishment of a communication strategy and plan, taking into account the actions and tools already existing in Wallonia.

This strategy and plan will pursue the following main objectives:

- Take action by the target audiences (Walloon contracting authorities and Walloon companies). In other words:

• Make Walloon contracting authorities aware of their role in companies' access to public procurement and in the transition to a more sustainable Wallonia;

• Arouse, on the part of Walloon companies (in particular SMEs / VSEs), the desire to participate in Walloon public procurement to contribute to the recovery of Wallonia and the transition to sustainable development;

- Communicate on the projects carried out and the tools developed within the framework of projects 302 and 303 of the PRW;

- Increase the visibility of existing tools, and publicize the measures implemented by Wallonia;

- Visibility of positive experiences in order to spark new initiatives.

2. The implementation of communication and awareness-raising actions and media relating to the strategy put in place and validated by the contracting authority.

Conduct and delivery of the mission – turnaround time

A first comprehensive report describing and developing the communication strategy and plan shall be submitted to the contracting authority no later than three months after the award of the contract.

This report will be presented to the Monitoring Committee.

Adaptations / additions may be requested and integrated until the final validation of the strategy and plan by the contracting authority.

Follow-up meetings will also be organised on a regular basis, via the monitoring committee. The latter will meet at the initiative of the Sustainable Development Department, first in the days following notification of the award of the contract and, thereafter, at least 2 times a year.

The purpose of the meetings will be to verify the proper implementation of the actions provided for in the communication plan.
